Dear Ladies and Gentlemen,
JSC "Nurbank" is pleased to announce an open tender for the acquisition of consulting services related to the Bank's ESG transformation activities. We invite potential suppliers to participate in the open tender, which will take place on February 01, 2024 at the JSC "Nurbank" headquarters, located at 10 "B" Abay Ave., Room 310, Almaty.
Document submission deadline: 31-01-2024 12:00 p.m., at: 10 "B" Abay Ave., Office 204, Almaty
Eligible participants in the tender are entities (potential service suppliers) that, by the tender date, must meet the following requirements:
1) Experience with S&P Global CSA scoring;
2) At least one staff member with a GRI certification, preferably obtained in or after 2022;
3) At least two staff members with ESG training certifications from international financial institutions (EBRD, IFC);
4) Experience preparing sustainability reports (using GRI Standards, 2021 edition) for at least two companies operating in Kazakhstan.
Tender Description:
1) Provide a list of material topics for non-financial reporting;
2) Compile a statistical list for non-financial reporting;
3) Assist the Bank in joining the UN Global Compact;
4) Develop core corporate ESG documents and consolidate internal ESG statistics;
5) Conduct an annual assessment/inventory of greenhouse gas emissions;
6) Prepare an annual public sustainability report;
7) Establish ESG management systems at the executive level;
8) Assist in reforming the Bank's corporate website;
9) Assist in structuring the Board of Directors;
10) Provide a list of funding exclusions;
11) Assess climate risks;
12) Develop strategic KPIs for non-financial/ESG metrics;
13) Conduct regular employee engagement surveys;
14) Provide ESG training and staff development;
15) Provide ESG training for Board members;
16) Develop a climate strategy for 2025–2030;
17) Assist in obtaining an international ESG rating.
Evaluation Criteria for Tender Applications:
1) Compliance with the above requirements;
2) Proposed price;
3) Payment terms;
4) Service provision timelines.
To participate in the tender, the following document packages must be submitted:
Package 1: Legal Documentation
1) Tender participation application;
2) Copies of foundational documents, registration/re-registration certificates (Charter, VAT registration certificate);
3) License copies (original for verification) for any government-licensed activities (if the goods/services require licensing);
4) Copy of the ID of the supplier's authorized representative;
5) Power of attorney for the representative to participate in the Tender.
Package 2: Financial Documentation
1) Price offer for one year;
2) Original bank statement confirming bank details and no overdue debts;
3) Copies of one-year financial statements stamped by the entity, tax declarations for ID, stamped if available;
4) Original Tax Committee statement on the absence of tax arrears;
5) Details on available material-technical resources;
6) Confirmation of agreement to settle transactions via an account with JSC "Nurbank".
Package 3: Other Documentation
The potential supplier bears all expenses related to preparing and submitting their tender application, and the Bank and Tender Commission are not liable for these expenses, regardless of the tender proceedings and outcomes.
It is noted that the Bank's Tender Commission is not obliged to disclose information regarding the review, evaluation, and comparison of tender applications to potential service suppliers or any party not officially participating in the evaluation process.
JSC "Nurbank" reserves the right to cancel or postpone the tender by providing written notice to potential suppliers who submitted tender applications, specifying the cancellation or postponement and a new date if applicable.
Potential suppliers may amend or withdraw their applications before the final submission deadline.
The tender will proceed with or without the participation of the delegated representative of the potential service supplier.
