JSC 'Nurbank' announces an open tender for procuring services related to conducting an advertising campaign for individual deposits on the Internet and invites potential suppliers to participate in the tender.

Submission of proposals: until 10:00 AM, April 18, 2023, at the address: Almaty, Abay Ave., 10B, office 204 (office of documents).
LIST OF LOTS:
Lot 1 — conducting an online advertising campaign for individual deposits
Procurement of services for conducting an online advertising campaign for individual deposits.
Description of procurement: The budget for purchasing transitions on accounts — 20,000,000 tenge, including supplier remuneration and VAT, advertising campaign period: May - December 2023 inclusive.
Target audience: Aged 25+, men and women with average incomes. The user has savings and is looking for an optimal solution for preserving and enhancing their money.
Unique Selling Proposition: Effective interest rate of up to 17.5% on the 'Nur Altyn Savings' deposit is quite competitive.
Goal: Increase sales of individual deposits.
Objectives: Convey product advantages to potential consumers, prompt online deposit openings, audience reach, website visits, brand recognition enhancement.
Tools: Search and contextual advertising on the Internet.
KPI: Number of clicks/transitions from Internet-advertised banners to the nurbank.kz resource with an option for further transition to Google Play, App Store to download Nur24.kz mobile app.
Main supplier requirements
1. The supplier must be a legal entity or an individual entrepreneur.
2. Possess necessary financial, material, and labor resources to fulfill contract obligations.
3. Be solvent, not subject to liquidation, with no seizure on supplier's property, and financial activity not suspended by Kazakhstan law.
4. No outstanding tax liabilities for supplier or their head/founder at tender time.
5. No significant claims from JSC 'Nurbank' on previous contracts.
6. Possess a state license for services (if activity is licensed).
7. Supplier must be registered in Kazakhstan.
8. Supplier agreement for settlement via an account at JSC 'Nurbank'.
9. At least 3 years of experience in internet advertising of financial products/organizations.
10. Availability of certified employees, providing Google, Yandex certificates.
Criteria for tender application evaluation:
Lot 1 — managing advertising campaign for individual deposits:
1. Cost per click/transition including VAT and supplier compensation from Internet ads to nurbank.kz with Google Play, App Store download option for Nur24.kz.
3. Supplier must be a legal entity or individual entrepreneur.
4. Possess professional competence and experience, with necessary financial, material, and labor resources for contractual obligations.
5. Be solvent, not subject to liquidation, with no property seizure, and activity not suspended by Kazakhstan law.
6. No claims from JSC 'Nurbank' on previous contracts.
7. Supplier must be registered in Kazakhstan.
8. Supplier agreement for settlement via an account at JSC 'Nurbank'.
9. Positive experience in advertising financial products from large organizations, with appreciation letters from organizations or cooperation experience with JSC 'Nurbank'.
10. At least 3 years of internet advertising experience for financial products/organizations.
11. Certified staff present (provide Google, Yandex certificates).
12. Potential supplier bears all expenses related to tender application preparation and submission, and JSC 'Nurbank' and tender commission are not liable for these expenses, regardless of tender conduct or results.
13. Mandatory contract terms:
— KPI — number of clicks/transitions from Internet ads to nurbank.kz.
— Supplier's commission paid as follows:
1) KPI 100% achieved, 100% of Internet advertising service cost paid to supplier.
2) KPI 85%-99% achieved, 85% of advertising service cost paid.
3) KPI 50%-84% achieved, 40% of advertising service cost paid.
4) KPI under 50%, advertising service cost unpaid.
Compensation recalculated post advertising period conclusion.
— Payment terms: Monthly post-payment for provided services in reporting period (month) after Parties sign the Work Performed (Services Rendered) Act for the period.
To participate in the tender, the following documents must be provided:
Legal documentation:
1) Tender participation application in prescribed form, per Appendix 1 to this letter in Kazakh/Russian;
2) Notarized copies of foundational documents, registration/reregistration certificate of a legal entity (Charter, VAT registration certificate);
3) License copies (original for verification) for state-licensed activities;
4) Notarized copy of authorized representative's identity document;
5) Supplier's power of attorney for authorized representative's Tender participation;
6) Legal entity's authorized body decision on executive body (head) election (appointment), notarized document copy.
Financial documentation:
1) Pricing proposals;
2) Original bank certificate confirming contender's bank details, absence of overdue debts;
3) Copies of financial statements for one year, stamped by a legal entity;
4) Original Tax Committee certificate or electronic statement on the supplier's tax debt status;
5) Copies of recommendations and reviews from legal entities or individual entrepreneurs who previously cooperated with the supplier, including assessments and experience characteristics, such as timeliness, completeness of obligations, etc. (if available);
6) Corporate income tax declarations for the 2 years prior to the Tender. If losses occurred in previous two years, justify the proposed goods/services price (for international transaction subjects);
7) Confirmation of settlement agreement via a JSC 'Nurbank' bank account.
Potential Supplier bears all expenses for tender application preparation and submission, and the Bank and tender commission are not liable for these expenses, regardless of tender conduct or results.
We note JSC 'Nurbank' reserves the right to cancel or postpone the tender, providing written notice to suppliers who submitted applications about tender cancellation or rescheduling, with a new date set.
Potential suppliers may change or withdraw their application before the final tender submission deadline.
The tender will proceed with participation of a potential supplier's authorized representative or without, if none is present.
Final tender document submission deadline: 10:00 AM, April 18, 2023. Documents submitted in a sealed envelope (with contact details on envelope) to the Bank's documents department, located at Almaty, Abay Ave. 10B, office 204.
