Dear Ladies and Gentlemen!
JSC "Nurbank" announces an open tender for the procurement of USB Authenticators SafeNet eToken 5110, and invites potential suppliers to participate in the open tender, which will take place on March 9, 2023, at 14:30 in the building of JSC "Nurbank", located at: 10 "B" Abay Avenue, Almaty, office №310.

The tender is open to legal entities (potential service providers) that meet the following requirements by the date of the tender:
- Possess professional competence and work experience, as well as necessary financial, material, and human resources to fulfill obligations in accordance with the service contract;
- Have no claims from JSC "Nurbank" on previously concluded contracts;
- Be solvent, not subject to liquidation, with no arrests on property, and no suspension of financial and business activities in accordance with the legislation of the Republic of Kazakhstan;
- Fulfill tax obligations and other mandatory payments to the budget at the time of the application and contract conclusion;
- Have documented authorization from the distributor for selling hardware and software complex and providing technical support in the Republic of Kazakhstan.
The technical specification and description of software products are provided in Appendix №5.
Tender proposal evaluation criteria:
- Compliance of the potential supplier with the above requirements;
- Compliance of the tender proposal with the technical specifications of the tender documentation;
- Proposed price;
- Payment terms;
- Delivery terms and deadlines.
To participate in the tender, the following document packages are required:
Package 1: Legal documentation
1) Tender participation application;
2) Notarized copies of founding documents and registration/re-registration certificates of the legal entity (Charter, VAT registration certificate);
3) Copies of licenses (original for verification) for activities subject to state licensing (if applicable to procured goods/services);
4) Notarized copy of the ID of the supplier's authorized representative;
5) Supplier's power of attorney for the authorized person to participate in the tender;
Package 2: Financial documentation
1) Price proposals;
2) Original bank certificate confirming applicant's bank details and absence of overdue debt to the bank;
3) Copies of financial statements for one year for legal entities, certified by the entity's seal, tax declarations for individual entrepreneurs, certified if applicable;
4) Original tax committee certificate from the supplier's registration location confirming no tax arrears;
5) Information about the available material and technical base;
Package 3: Other documentation
1) Technical specifications, delivery conditions, terms.
2) Authorization letter from the manufacturer for potential suppliers:
- With documentation confirming distribution and warranty service rights for user identification and authentication systems,
- With documentation confirming distribution rights for licensed software and technical support in the Republic of Kazakhstan.
3) Presence of a service center or
service partner for warranty service of supplied equipment in Almaty or other supply regions (provide information including name, address, contact details).
4) Equipment must be delivered from a serially produced line, tested at the
manufacturer's factories. All components specified in the assignment must be included in the assembly.
5) Delivery must be made in one-time and in full to the Customer's address.
6) The Potential Supplier bears all costs associated with preparing and submitting their tender proposal, and the Bank and the tender committee do not assume responsibility for these costs, regardless of the nature and outcome of the tender.
We note that the Bank's Tender Commission is entitled not to disclose information regarding the consideration, evaluation, and comparison of tender proposals to potential service providers or any other party not officially participating in the consideration, evaluation, and comparison of proposals.
JSC "Nurbank" reserves the right to cancel or postpone the tender with written notification to potential suppliers who have submitted tenders, specifying the cancellation or postponement and the new date.
Potential suppliers have the right to amend or withdraw their proposal before the final submission deadline.
The tender will be held with or without the participation of the potential supplier's authorized person.
