Dear Ladies and Gentlemen!

JSC "Nurbank" announces an open tender for the procurement of the software and hardware complex for the protection of network infrastructure PaloAlto PA-3250 and invites potential suppliers to participate in the open tender, which will be held on July 16, 2020 at 14:30 hours at the building of JSC "Nurbank", at the address: Almaty, Abay Avenue, 10 "B", office No. 310.  

Document collection until: 15-07-2020 12:00, at the address: Almaty, Abay Avenue, 10 "B", office No. 204           

Legal entities (potential service providers) are allowed to participate in the tender, which by the time of the tender should meet the following requirements:

• have professional competence and work experience, possess the necessary financial, material and labor resources to fulfill obligations in accordance with the service agreement;
• documented confirmation from the distributor of the right to sell the hardware-software complex and provide technical support in the Republic of Kazakhstan.

• have no claims from JSC "Nurbank" on previously concluded agreements;
• be solvent, not subject to liquidation, no property seizure, and no suspension of financial and economic activities in the order established by the legislation of the Republic of Kazakhstan;
• fulfill their obligations on paying taxes and other mandatory payments to the budget at the time of application for participation in the tender and at the time of concluding the service agreement; 

Technical specification and description of software products are provided in Appendix No. 5. 

Tender application evaluation criteria:

• compliance of the potential supplier with the above requirements;
• compliance of the tender application with the technical specifications of the tender documentation;
• offered price;
• payment conditions;
• equipment delivery terms. 

To participate in the tender, the following document packages must be submitted:

1 package: Legal documentation

1) application for participation in the tender;

2) notarized copies of the constituent documents, certificate of registration/reregistration of a legal entity (Charter, certificate of registration for value-added tax);

3) copies of the license (original for verification) for conducting any state-licensed activities (if the activity on the purchased goods/works/services is subject to licensing);

4) a notarized copy of the identity document of the authorized representative of the supplier;

5) power of attorney from the supplier to the authorized person for participation in the Tender; 

2 package: Financial documentation

1) price offers;

2) original certificate from the servicing bank confirming the applicant's bank details, absence of overdue debts to the bank;

3) copies of financial statements for legal entities for one year, certified by the seal of the legal entity, tax declarations for individual entrepreneurs, certified by the seal if present;

4) original certificate from the Tax Committee at the place of supplier registration confirming no tax liabilities;

5) information on the availability of material and technical base; 

3 package: Other documentation

1) technical specifications, delivery terms, timelines.

2) For potential suppliers, the presence of an authorization letter from the manufacturer company:

• with supporting documents for the distribution and warranty maintenance of the user identification and authentication system;
• with supporting documents for the distribution of licensed software/technical support in the Republic of Kazakhstan.

3) Availability of a service center or service partner for warranty maintenance of supplied equipment in Almaty or regions where the hardware-software complex is delivered (provide information specifying the name, address, contact details).

4) Equipment should be supplied from a serially produced line, tested at the manufacturer's plants. All components specified in the assignment are included in the assembly.

5) The potential supplier must have been operating in the market for at least 2 years.

6) Delivery must be conducted in one go and in full at the Customer's address.

7) The Potential Supplier bears all expenses related to the preparation and submission of their tender application, and the Bank and the tender commission are not responsible or liable for these expenses, regardless of the nature of the tender and its results. 

We would like to note that the Bank's Tender Commission reserves the right not to disclose information regarding the consideration, evaluation, and comparison of tender applications to potential service providers or any other party not officially involved in the consideration, evaluation, and comparison of tender applications.

JSC "Nurbank" reserves the right to cancel or postpone the tender by providing written notification to potential suppliers who have submitted tender applications about the cancellation or postponement of the tender with the indication of a new date.

A potential supplier has the right to amend or withdraw their application before the expiration of the final deadline for the submission of tender applications.

The tender will be held with the participation of an authorized representative of the potential service supplier or without it if the authorized person does not attend the tender.

The final deadline for submitting tender documentation is 12:00 hours on "15" July 2020.
