Dear Ladies and Gentlemen! 

JSC "Nurbank" announces an open tender for the provision of security services (physical unarmed security) for non-residential premises in 5 Lots. Locations, service terms, and detailed specifications are provided in the tender documentation. 

Following the competition, an agreement will be concluded with the company offering the best conditions for security services until 31.12.2018. Recommendation letters may be requested during the competition. 

Lot 1. Non-residential building located in: Taraz city, - 1 security post, 24/7 (unarmed);

Lot 2. Non-residential building located in: Zhambyl Region, village Sholdala - 1 security post, 24/7 (unarmed);

Lot 3. Non-residential building located in: Almaty city, - 2 security posts, 24/7 (unarmed);

Lot 4. Non-residential building located in: Saran city, Karaganda Region, 4 security posts, 24/7 (unarmed);

Lot 5. Non-residential building located in: Akmola Region, Astrakhan District, village Zhaltyr - 2 security posts, 24/7 (unarmed);

Type of tender: open competition on the Trading Platform "Tendercom.kz". 

Selection criteria (main requirements for potential suppliers):

• Possess the necessary financial, material, and labor resources. Confirmed by a certificate sealed by the organization;
• Be solvent, have no debts for taxes or other obligatory payments to the budget at the time of submitting the application for participation in the tender and at the time of concluding the procurement agreement;
• The property should not be seized, and economic activities should not be suspended;
• No significant claims from third parties, including JSC "Nurbank" (if there were previously concluded agreements);
• The presence of an insurance policy for the compensation of possible material damage in the amount of at least 1,000,000,000 (one billion) tenge;
• Have a state license for providing physical security services in the territory of the Republic of Kazakhstan and meet the requirements according to Appendix No. 1;
• Guards equipped with radio communication and special equipment;
• Fixed prices for the duration of the contract, valid until 31.12.2018;
• The presence of a branch network in the regions of Kazakhstan (preferable);
• A potential supplier's market presence for at least 3 years;
• Experience working with second-level banks for at least 3 years;
• Payment for services rendered is made at 100% monthly at the end of the worked period;
• Opening an account for service payments at JSC "Nurbank";
• Status - Legal entity;
• Residency – Republic of Kazakhstan;
• The contractor ensures security and access control at the facilities in accordance with the Instruction on ensuring in-house and access control modes, which the Customer acquaints the Contractor with.
• The contractor is responsible for the damage to material assets, property, and cash of the Customer caused by theft, robbery, or assault, as well as damage to material assets and property of the Customer caused by third parties through break-ins at the protected facilities and premises using locks, doors, windows, showcases, and barriers, and by other means, including due to the fault of security personnel directly providing security at the objects.
• Compensation for the damage to the Customer is carried out in full by the Contractor within the timeframes established in the Agreement. 

To participate in the tender, the following documents are required:

Legal documentation:

1) an application for participation in the tender in Kazakh/Russian languages;

2) notarized copies of the constituent documents, certificates of registration/reregistration of a legal entity (Charter, certificate of registration for value-added tax);

3) copies (original for verification) of licenses for carrying out licensed state activities (if the activity on the purchased goods/services is subject to licensing); 

4) notarized copy of the document certifying the identity of the authorized representative of the supplier;

5) supplier's power of attorney to the authorized person for participating in the Tender;

6) the decision of the authorized body of the legal entity on the election (appointment) of the executive body (leader), notarized copy of the document. 

Financial documentation:

1) price proposals, including technical specifications, delivery conditions, terms; 

2) completed legal entity questionnaires according to the Internal Control Rules for countering legalization (laundering) of proceeds from crime and financing of terrorism at JSC "Nurbank";

3) original certificate from the servicing bank confirming the bank details of the applicant, absence of overdue debts to the bank;

4) copies of financial statements for legal entities for one year, sealed by the legal entity, tax declarations for individual entrepreneurs, sealed if available;

5) original certificate from the Tax Committee at the place of registration of the supplier about the absence of tax debt;

6) copies of recommendations and reviews from legal entities/individual entrepreneurs that have previously cooperated with the supplier, containing evaluations and characteristics of the cooperation experience, including timeliness, completeness of obligations execution, etc. (if available);

7) information on the availability of material and technical base;

8) copies of Corporate Income Tax Declarations for 2 (two) years preceding the Tender. In the case of losses in tax accounting for the two previous years, the participant must justify the price of the proposed goods/services (for goods/services subject to subsequent international business operations).

Other documentation

The Potential Supplier bears all expenses associated with the preparation and submission of their tender application, and neither the Bank nor the tender commission is responsible or liable for these expenses, regardless of the nature of conducting and results of the tender.

Notably, JSC "Nurbank" reserves the right to cancel or postpone the tender, notifying the potential suppliers who have submitted tender applications about the cancellation or postponement with an indication of the new date. A potential supplier has the right to modify or withdraw their application before the expiration of the final deadline for submitting tender applications.
