Dear Ladies and Gentlemen!

Nurbank JSC (hereinafter referred to as the Bank) announces an open tender for the procurement of 'Internet Advertisement Placement':

  • Lot No.1. Development of 2 (two) landing pages, their technical support until the end of the advertising campaign, placement of contextual and banner advertisements in Google KMC, including remarketing, and banner advertisements in the news feed on social networks Facebook and Instagram.

Tender Type: open

Tender Start: October 26, 2017 at 14:30, at the address: Ave. Abai 10V, 3rd floor, 310 large conference hall

End of Bidding: 16:30

Collection of packages and proposals until 12:00 (inclusive) October 25, 2017 at the address: Ave. Abai 10V; office 204

Legal entities (potential service providers) that meet the following requirements by the time of the tender are admitted to the tender:

1. Possess professional competence and experience in the online advertising market for at least 3 years, have the necessary financial, material, and labor resources to fulfill obligations according to the service agreement.

2. No claims from the Bank under previously concluded agreements;

3. Fulfill their obligations to pay taxes and other mandatory payments to the budget at the time of bidding and at the time of signing the service agreement.

4. Provide at least 2 recommendations/letters of gratitude from BVI, and indicate major successful projects in the Republic of Kazakhstan.

5. Payment terms: 50% prepayment, 50% post-payment.

6. The potential supplier must confirm the status of an official Google partner.

7. Have at least 2 (two) programmers on staff.

8. The potential supplier – tender winner must open a legal entity account in the Bank for financial settlements under the concluded agreement.

9. The potential supplier – tender winner must start developing landing pages without advance payment based on a guarantee letter.

10. The potential supplier – tender winner must provide Bank employees with access to the Google analytics account to monitor the campaign.

The technical specification and description of the terms of the advertising campaign are given in Appendix No.1, 2.

Evaluation criteria for tender applications:

  • compliance of the potential supplier with the above requirements;
  • compliance of the tender application with the technical specifications of the tender documentation;
  • offered price;
  • launch times of the advertising campaign.

To participate in the tender, the following document packages must be provided:

Package 1: Legal Documentation

1) application for participation in the tender in the prescribed form, according to Appendix No.4 to this letter in Kazakh/Russian languages;

2) notarized copies of the founding documents, certificates of registration/reregistration of the legal entity (Charter, registration certificate for VAT);

3) copies of the license (original for verification) for conducting licensed activities by the state (if the activities for the procured goods/works/services are subject to licensing);

4) notarized copy of the identity document of the authorized representative of the supplier;

5) supplier's power of attorney to the authorized person to participate in the Tender;

Package 2: Financial Documentation

1) filled questionnaires of the legal entity according to the Rules of internal control to counter legalization (money laundering) of proceeds from crime and terrorist financing in Nurbank JSC;

2) original bank statement confirming the applicant's banking details, absence of overdue debt to the bank;

3) copies of financial statements for one year, stamped by the legal entity, tax returns for individual entrepreneurs, stamped, if applicable;

4) copies of the Acts of work (services) performed for online advertisement placement (Google KMC, social networks) for 2016, 2017;

5) original tax committee certificate at the supplier's registration place indicating no tax debt;

6) information about the availability of material and technical base;

7) price proposal, including technical specifications, delivery terms, and timelines;

8) copies of Corporate Income Tax Declarations for 2 (two) years preceding the Tender. If there are losses in tax accounting for the past two years, the participant must justify the proposed price of the goods/services (for procurements that are subject to international business operation).

Package 3: Other Documentation

1) document confirming the status of an official Google partner;

2) at least 2 (two) copies of recommendations and reviews from BVI, which previously cooperated with the supplier, containing assessments and characteristics of the cooperation experience, including timeliness, completeness of fulfillment of obligations, etc.;

The Bank's Tender Commission has the right not to disclose information regarding the consideration, evaluation, and comparison of tender applications to potential service providers or any other person not officially involved in the consideration, evaluation, and comparison of tender applications.

The potential supplier bears all expenses related to the preparation and submission of their tender application, and the Bank and tender commission are not responsible and do not bear any obligations for these expenses, regardless of the nature of the tender and results of the tender.

The Bank reserves the right to cancel or postpone the tender with written notification to potential suppliers who submitted tender applications about the cancellation or postponement with an indication of the new date of the event.

The potential supplier has the right to modify or withdraw their application before the final deadline for submitting tender applications.

The tender will be held with the participation of the authorized person of the potential service supplier or without such if the authorized person will not participate in the tender.

The final deadline for submission of tender documentation is 12:00 on October 25, 2017.
