Dear Ladies and Gentlemen!

JSC "Nurbank" announces an open tender for the procurement of Palo Alto 3020 intrusion detection and prevention system, and invites potential suppliers to participate in the open tender to be held on June 29th, 2017 at 14:30 at the JSC "Nurbank" building, address: Almaty, Abay Ave., 10 "B", office No. 310. 

Document submission until: 28-06-2017 12:00, at address: Almaty, Abay Ave., 10 "B", office No. 204          

            Legal entities (potential service providers) are allowed to participate in the tender, who must meet the following requirements by the time of the tender:

• possess professional competence and work experience, have the necessary financial, material, and labor resources to fulfill obligations in accordance with the service agreement;
• documentary confirmation from the distributor for the right to sell the hardware-software complex and provide technical support in the Republic of Kazakhstan.
• have no claims from JSC "Nurbank" on previously concluded contracts;
• be solvent, not subject to liquidation, no arrest should be imposed on their property, and their financial and economic activity should not be suspended under the legislation of the Republic of Kazakhstan;
• fulfill their obligations to pay taxes and other mandatory payments to the budget at the time of submitting the application for participation in the tender and at the time of concluding the service agreement; 

The technical specification and description of software products are provided in Appendix No. 5. 

Criteria for evaluating tender applications:

• compliance of the potential supplier with the above requirements;
• compliance of the tender application with the technical specifications of the tender documentation;
• the proposed price;
• payment terms;
• equipment delivery time. 

To participate in the tender, the following document packages must be provided:

Package 1: Legal documentation

1) application for participation in the tender;

2) notarized copies of incorporation documents, certificate of registration/re-registration of a legal entity (Charter, certificate of registration for VAT);

3) copies of licenses (original for verification) for carrying out licensed by the state activities (if activities regarding the procured goods/works/services are subject to licensing);

4) notarized copy of the identity document of the authorized representative of the supplier;

5) power of attorney from the supplier to the authorized person for participation in the Tender; 

Package 2: Financial documentation

1) price proposals;

2) filled questionnaires of the legal entity according to the internal control rules for combating legalization (laundering) of illegally obtained income and financing of terrorism at JSC "Nurbank";

3) original bank statement confirming the banking details of the applicant, lack of overdue debts to the bank;

4) copies of financial reports for legal entities for one year, certified by the seal of the legal entity, tax declarations for individual entrepreneurs, certified by the seal if available;

5) original statement from the Tax Committee at the place of registration of the supplier about the absence of tax arrears;

6) copies of recommendations and reviews from legal entities/individual entrepreneurs who previously collaborated with the supplier, containing evaluations and characteristics of the cooperation experience including timeliness, completeness of obligations, etc. (if available);

7) information about the availability of a material-technical base; 

Package 3: Other documentation

1) technical specifications, delivery terms, deadlines.

2) For potential suppliers, the presence of an authorization letter from manufacturer companies:

• with supporting documents for the right to distribute and guarantee service of the Palo Alto 3020 intrusion detection and prevention system,
• with supporting documents for the right to distribute licensed software/provide technical support in the Republic of Kazakhstan.

3) Availability of a service center or service partner for warranty service of the supplied equipment in Almaty or in regions where the hardware-software complex is supplied (provide information indicating the name, address, contact details).

4)   The equipment must be delivered from a serially produced line, tested at the manufacturer's plants. All components specified in the assignment are included in the assembly.

5)     The period of operation of the potential supplier in the server and network equipment market must be at least 2 years.

6)     If available, provide recommendations for large successful projects in the Republic of Kazakhstan.

7)     Delivery must be carried out in one go and in full to the customer's address.

8)     The potential supplier bears all costs associated with the preparation and submission of their tender application, and the Bank and the tender commission are not responsible or liable for these costs, regardless of the nature of the conduct and results of the tender. 

We note that the Bank's Tender Commission has the right not to disclose information regarding the review, evaluation, and comparison of tender applications to potential service providers or any other person not officially involved in the review, evaluation, and comparison of tender applications.

JSC "Nurbank" reserves the right to cancel or postpone the tender, notifying potential suppliers who submitted tender applications about the cancellation or postponement indicating the new date.

The potential supplier has the right to modify or withdraw their application before the deadline for submitting tender applications.

The tender will be held with the participation of the authorized representative of  the potential service provider or without such, if the authorized person is not participating in the tender.

The final deadline for submitting tender documentation is 12:00, "28" June, 2017.
