Appendix No. 4 Lot No. 3 Selection Criteria

Dear Ladies and Gentlemen!

JSC "Nurbank" announces an open tender for the selection of a supplier of consumables for copiers and the provision of maintenance services for copiers at JSC "Nurbank," and invites potential suppliers to participate in the tender, which will be held on April 6, 2017, at 14:00 at the Nurbank headquarters, located at 10V Abay Ave, 3rd floor, room 310, conference hall.

Tender type: open.

Tender start: April 6, 2017, at 14:00, located at: 10V Abay Ave, 3rd floor, room 310, large conference hall;

Tender end: April 6, 2017, at 15:00.

Proposal submission deadline: April 4, 2017, at 12:00, located at: 10V Abay Ave, room 204.

Eligible suppliers are those meeting the criteria outlined in Appendix No.2.

Technical specifications are provided in Appendix No.1.

To participate in the tender, the following packages of documents must be provided:

Package 1: Legal documentation

1) Application for participation in the tender in the prescribed form, according to Appendix No.2 to this letter, in Kazakh/Russian;
2) Notarized copies of the incorporation documents, certificates of registration/re-registration of the legal entity (Charter, certificate of registration for VAT purposes);
3) Copies of the license (original for verification) for conducting state-licensed activities (if the activity for the purchased goods/services is subject to licensing);
4) Notarized copy of the identity document of the authorized representative of the supplier;
5) Supplier power of attorney to the authorized person to participate in the tender;

Package 2: Financial documentation

1) Price proposals;
2) Completed legal entity questionnaires under the Rules of internal control aiming at combating money laundering and terrorist financing at JSC "Nurbank";
3) Original bank reference confirming the applicant's bank details, absence of overdue liabilities to the bank;
4) Copies of financial statements for legal entities for one year, certified by a legal entity's seal, tax declarations for individual entrepreneurs, certified with a seal, if available;
5) Original tax committee document regarding the supplier's absence of tax arrears by the registration location;
6) Copies of recommendations and reviews from legal entities/individual entrepreneurs who previously worked with the supplier, containing assessments and characterizations of cooperation experience including timeliness, completeness of obligations fulfillment, etc. (if available);
7) Information about the material and technical base available;
8) Information on the applicant's registration on the trading platform (if available);
9) Copies of the corporate income tax declarations for the 2 (two) years preceding the Tender. If there are losses in the tax records for the two preceding years, the participant must justify the proposed product/service price (for the purchase of goods/works/services subsequently being the subject of an international business transaction).

Package 3: Other documentation

1) Technical specifications, delivery terms, deadlines.
2) Agreement to comply with the "Additional Requirements to the Contract" Technical Specifications for potential suppliers;
3) If available, provide recommendations for major successful projects in the Republic of Kazakhstan.
4) Delivery conditions;
5) All costs associated with the preparation and submission of their tender applications are the responsibility of the potential supplier, and the Bank and the tender commission bear no liability for these costs, regardless of the nature of the tender and its results.

The Bank's Tender Committee reserves the right not to disclose information concerning the review, evaluation, and comparison of tender applications to potential service providers or anyone not officially involved in the review, evaluation, and comparison of tender applications.

JSC "Nurbank" reserves the right to cancel or postpone the tender with written notification to potential suppliers who submitted tender applications about the cancellation or postponement, stating the new date of the event.

A potential supplier has the right to amend or withdraw their application before the deadline for tender applications submission.

The tender will be conducted with or without the participation of the authorized representative of the potential service provider if the authorized person does not attend the tender.
