Dear Ladies and Gentlemen!

JSC "Nurbank" announces an open tender for the selection of collection agencies providing services for the recovery of problem loans and invites potential suppliers to participate in the open tender, which will be held on September 1, 2016, at 2:30 PM at the building of JSC "Nurbank", located at: Almaty, Abay Avenue, 10 "B", office No. 310.

Document submission deadline: August 29, 12:00 PM, at the address: Almaty, Abay Avenue, 10 "B", office No. 204

Legal entities (potential service providers) are eligible to participate in the tender, provided they meet the following requirements at the time of the tender:

• Possess professional competence and experience, having the necessary financial, material, and labor resources to fulfill obligations in accordance with the service agreement;
• No claims from JSC "Nurbank" regarding previously concluded agreements;
• Fulfillment of tax payment obligations and other mandatory payments to the budget by the time of the application submission for tender participation and at the time of concluding the service agreement;

Tender application evaluation criteria:

• Compliance of the potential supplier with the above requirements;
• Compliance of the tender application with the technical specifications of the tender documentation;
• Service tariffs;
• Commercial offer;
• Branch network.
• At least 1 (one) year of experience working with second-tier banks in the Republic of Kazakhstan;
• Availability of recommendation letters from second-tier banks in the Republic of Kazakhstan.

Documents required for tender participation:

Package 1: Legal documentation

1) Application for tender participation;
2) Notarized copies of founding documents, certificate of registration/re-registration of a legal entity (Charter, certificate of VAT registration);

• Copies of the license (original for verification) for carrying out activities licensed by the state (if the activity for the procured goods/works/services is subject to licensing);

4) Notarized copy of the identity document of the authorized representative of the supplier;
5) Supplier's power of attorney to the authorized person for tender participation;

Package 2: Financial documentation

1) Commercial service offer, service tariffs;
2) Filled-in legal entity questionnaires according to the Internal Control Rules for countering legalization (money laundering) of proceeds from crime and terrorism financing at JSC "Nurbank";
3) Original bank statement confirming the applicant's bank details, confirming no overdue debts to the bank;
4) Copies of financial statements for legal entities for one year, certified by the legal entity's seal, tax declarations for individual entrepreneurs, certified by the seal if available;
5) Original certificate from the Tax Committee at the supplier's registration place confirming no tax debts;
6) Copies of recommendations and reviews from legal entities/individual entrepreneurs who previously cooperated with the supplier, containing evaluations and characteristics of cooperation experience, including timeliness, completeness of obligations, etc. (if available);
7) Information on the availability of material and technical base;

We note that the Bank’s Tender Committee has the right not to disclose information regarding the review, evaluation, and comparison of tender applications to potential service providers or any other person not officially involved in the review, evaluation, and comparison of tender applications.

JSC "Nurbank" may cancel or postpone the tender with written notification to potential suppliers who submitted tender applications, of the cancellation or postponement with the indication of a new date for tender holding.

The results of the tender for acquiring services for the recovery of problem loans will result in two winners.
Service providers for the recovery of problem loans should provide commercial offers indicating tariffs by overdue days.

The tender will be held with the participation of an authorized representative of the potential service provider or without it, if the authorized person does not participate in the tender.

The final deadline for submitting tender documentation is 12:00 PM on "August 29, 2016".

A potential supplier has the right to amend or withdraw their application before the final deadline for tender application submission.
