Appendix No. 4. Selection Criteria

Dear Ladies and Gentlemen!

JSC "Nurbank" announces an open tender for the procurement of equipment to equip cash registers and invites potential suppliers to participate in the tender for the supply of equipment for the bank's branch cash registers in the cities: Aktau, Aktobe, Almaty, Astana, Atyrau, Karaganda, Kokshetau, Kostanay, Oskemen, Pavlodar, Petropavlovsk, Semey, Taldykorgan, Taraz, Uralsk, and Shymkent.

List of Lots:

1. Lot 1 — Vacuum packer, quantity -1 unit;

2. Lot 2 — 2, 3-pocket banknote sorter, quantity -5 units;

3. Lot 3 — Banknote counter, quantity — 86 units;

4. Lot 4 — Coin counter, quantity — 4 units;

5. Lot 5 — Automatic multi-currency detector, quantity — 89 units;

6. Lot 6 — Ultraviolet detector, quantity -80 units.

To participate in the tender, the following documents are required:

1. Application for participation in the tender in the established form, in accordance with Appendix 1 to this letter in Russian/Kazakh languages.

The application for participation in the Tender is drawn up separately for each lot and must meet the following criteria:

1) The applicant specifies the main conditions necessary for concluding the Contract/Agreement: the name of the goods/work/services, qualitative, technical characteristics of the goods/work/services, price, quantity, delivery time of goods/performance of work/provision of services, delivery conditions of goods/performance of work/provision of services, and payment conditions;

2) The original application must be printed or written in indelible ink. The tender application is submitted by the applicant in a bound form, with numbered pages, the last page is signed by the authorized representative of the applicant and sealed (if available), and can be sealed in an envelope separate from other tender documentation;

3) Tender applications can be drawn up and submitted in either the state or Russian languages, and the tender application must not contain visible traces of corrections.

2. Notarized copies of the founding documents, certificate of registration/re-registration of the legal entity, or certificate of registration of an individual entrepreneur;

3. Copies of the license (original for verification) to conduct activities licensed by the state (if the activities for the purchased goods/works/services are subject to licensing);

4. Original certificate from the servicing bank confirming the applicant's bank details, absence of overdue debts of the applicant to the bank, absence of restrictions on the disposition of funds;

5. Copies of financial statements for legal entities for the year 2013, certified by the seal of the legal entity, tax declarations for individual entrepreneurs, certified by the seal if available;

6. Original certificate from the Tax Committee at the registration site of the applicant about the absence of tax payment arrears;

7. Copies of recommendations and reviews from legal entities/individual entrepreneurs who have previously cooperated with the applicant, containing evaluations and characteristics of the cooperation experience, including timeliness, completeness of obligations, and so on (if available);

8. Information on the availability of the material and technical base (if available);

9. Notarized copy of the document certifying the identity of the authorized representative of the applicant;

10. Power of attorney from the applicant to the authorized person to participate in the Tender;

11. Price proposals;

12. Copies of Corporate Income Tax Declarations for 2 (two) years preceding the Tender. If there are losses in tax accounting for the previous two years, the participant must provide pricing justification for the proposed goods/services (for purchases of goods/works/services that subsequently are the subject of an international business transaction);

13. Completed questionnaires of the legal entity, individual entrepreneur, natural person in the established form, according to Appendices 2; 2-1; 3;

14. Conditions of delivery, warranty service, terms, cost of technical maintenance.

Market experience: at least 5 years

Availability of service centers: mandatory

Availability of certified specialists: not mandatory

Delivery terms: DDP

Payment terms: no more than 30%

Delivery time: no more than 30 calendar days

Warranty period: not less than 18 months

The supplier is allowed to the tender if:

1. meets the above criteria;

2. has service points/stations for warranty and service maintenance in all cities that are the place of equipment delivery;

3. has the equipment purchased from Japanese and/or European manufacturers in stock;

4. supplies the purchased equipment at the lowest price;

5. supplies the purchased equipment in the shortest time;

6. supplies the necessary equipment without additional payment for delivery to the bank branches;

7. has authorization letters and certificates from equipment manufacturers or recommendation letters from distributors.

Representatives of potential suppliers may be present at the opening of envelopes with applications, subject to confirmation of authority.
