Dear Ladies and Gentlemen!

JSC "Nurbank" announces an open tender for the purchase of special armored vehicles for its own cash collection units and invites potential suppliers to participate in the tender, which will be held on June 12, 2014, at the premises of JSC "Nurbank", located at 51–53 Abai Khan Ave., 5th floor, Conference Hall 500.

Tender type: open:

Start of bidding: June 12, 2014, at 16:00, at: 51–53 Abai Khan Ave., 5th floor, Large Conference Hall;

End of bidding: June 12, 2014, at 18:00;

Submission of proposals until: June 10, 2014, 12:00, at: 51–53 Abai Khan Ave.;

Legal entities (potential service providers) are eligible for the tender and must meet the following requirements at the time of the tender:

• Possess the necessary financial, material, and labor resources for fulfilling obligations in accordance with the supply contract.
• No significant claims from JSC "Nurbank" on previously concluded contracts.
• Be solvent, not subject to liquidation, with no arrest on property, and not have financial and operating activities suspended in accordance with the laws of the Republic of Kazakhstan.
• Fulfill tax and other mandatory payment obligations to the budget at the time of application and contract conclusion.
• Have a service center or service partner for warranty service of the supplied special vehicles in the cities of Almaty, Aktobe, Atyrau, Karaganda, Kostanay, Pavlodar, Shymkent (provide information including name, address, contact details).
• Supply of special armored vehicles must be carried out according to the Supply Contract schedule.
• Possession of spare parts for the supplied special vehicles by the supplier.
• The potential supplier must have been operating in the market for at least 3 years.
• The acquired specialized vehicles must be certified and comply with the technical specifications of armored structures (see Attachment 2).

Criteria for evaluating tender applications:

• Compliance of the potential supplier with the above requirements;
• Compliance of the tender application with technical specifications;
• Proposed price;
• Payment terms;
• Equipment delivery timelines.

The following document packages are required to participate in the tender:

Package 1: Legal Documentation

1) Application for participation in the tender in the established form, according to Appendix No. 1 to this letter in Kazakh/Russian languages;

2) Notarized copies of founding documents, registration/re-registration certificate of the legal entity (Statute, VAT registration certificate);

3) Copies of licenses (original for verification) to conduct state-licensed activities (if applicable);

4) Notarized copy of the document proving the identity of the authorized representative of the supplier;

5) Supplier's power of attorney to the authorized person for participating in the Tender;

Package 2: Financial Documentation

1) Price proposals;

2) Completed legal entity questionnaires according to the rules of internal control for countering money laundering and terrorism financing at JSC "Nurbank";

3) Original bank statement confirming banking details and absence of overdue debts with the servicing bank;

4) Copies of financial statements for one year, stamped by the legal entity, tax returns for individual entrepreneurs, stamped if available;

5) Original statement from the Tax Committee at the supplier's registration location confirming no tax payment debts;

6) Copies of recommendations and feedback from legal entities/individual entrepreneurs that previously cooperated with the supplier, containing assessments and characteristics of cooperation experience, including timeliness, completeness of obligations, etc. (if available);

7) Information on the availability of material and technical base;

8) Information on the applicant's registration on the ETP (if available);

9) Copies of Corporate Income Tax Declarations for 2 years preceding the Tender. If losses are reported in the tax accounting for the preceding two years, the participant must provide justification for the offered goods/services price (applicable to procurements subject to international business transactions).

Package 3: Other Documentation

1) Technical specifications, delivery conditions, timelines.

2) Information about the presence of a service center or service partner for warranty service of the supplied equipment in Almaty, Aktobe, Atyrau, Karaganda, Kostanay, Pavlodar, and Shymkent (provide names, addresses, contact details).

3) If available, provide recommendations "Major successful projects in the Republic of Kazakhstan".

4) Delivery must be completed in full to the Customer's address according to an agreed schedule.

5) The potential Supplier bears all expenses related to the preparation and submission of its tender application, and the Bank and tender committee are not responsible for these expenses, regardless of the nature of the conduct and results of the tender.

The Tender Committee of the Bank reserves the right not to disclose information regarding the examination, evaluation, and comparison of tender applications to potential service providers or anyone not officially involved in reviewing, evaluating, and comparing tender applications.

JSC "Nurbank" reserves the right to cancel or postpone the tender with written notification to the potential suppliers that have submitted tender applications, indicating the new date of the tender.

The potential supplier has the right to amend or withdraw its application before the final submission deadline.

The tender will be conducted with or without the participation of an authorized representative of the potential service provider if the authorized representative does not participate in the tender.
