Appendix No. 4. Criteria

Dear Ladies and Gentlemen!

JSC "Nurbank" announces an open tender for the acquisition of a modular Uninterruptible Power Supply System for the Head Bank and invites potential suppliers to participate in the equipment supply tender, which will take place on November 7, 2013 at 9:30 AM in the building of JSC "Nurbank," located at: 51/53 Abylaikhan Avenue, Almaty, 5th floor, large conference room.
Tender applications, sealed in envelopes, should be submitted to JSC "Nurbank" at the address: 51/53 Abylaikhan Avenue, Almaty.
Potential service suppliers meeting the criteria outlined in Appendix No. 4 of this letter are eligible to participate in the tender.

Tender Type: open;

Start of bidding: November 7, 2013, 09:30 AM, at the address: 51–53 Abylaikhan Avenue, 5th floor, large conference room;

End of bidding: November 7, 2013, 12:00 PM;

Proposal collection deadline: November 6, 2013, 12:00 PM, at the address: 51–53 Abylaikhan Avenue.

The following document packages are required for tender participation:

Package 1: Legal Documentation

1) tender participation application in established form, according to Appendix No. 2 of this letter in Kazakh/Russian languages;

2) notarially certified copies of the constituent documents, certificate of registration/re-registration of a legal entity (Charter, VAT registration certificate);

3) copies of licenses (original for verification) for licensed state-regulated activities (if the activity of the procured goods/services is subject to licensing);

4) notarially certified copy of the document identifying the authorized representative of the supplier;

5) supplier's power of attorney for the authorized representative to participate in the Tender;

Package 2: Financial Documentation

1) completed legal entity questionnaires according to the Internal Control Rules for combating money laundering and terrorism financing in JSC "Nurbank";

2) original bank reference confirming the applicant's bank details and no overdue obligations to the bank;

3) copies of financial statements for legal entities for one year, stamped by the legal entity, tax declarations for individual entrepreneurs, stamped if available;

4) original certificate from the Tax Committee at the supplier's registration location about the absence of tax debt;

5) copies of recommendations and reviews from legal entities/individual entrepreneurs who previously collaborated with the supplier, containing assessments and descriptions of the cooperation experience, including timeliness, completeness of obligations fulfillment, etc. (if available);

6) information about the availability of material and technical base;

7) pricing proposals;

8) information on the applicant's registration on the ETM (if available);

9) copies of Corporate Income Tax Declarations for 2 (two) years preceding the Tender. In case of tax losses for the two preceding years, the participant needs to provide justification for the price of the proposed goods/services (for procurement of goods/services which subsequently become the subject of an international business operation).

Package 3: Other Documentation

1) technical specifications, delivery terms, warranty service conditions, timelines.
