KPI: target actions on the nurbank.kz web resource, obtained from transitions from advertising and informational materials about deposits for individuals published on the Internet - clicks on the buttons "Open Online", "Get Consultation", "Visit the Bank Branch", "Google Play", "App Store", "2552".

Period: April - December 2025 inclusive.

Budget for the entire period, including VAT from the account budget and agency fee: no more than 25,000,000 tenge

Geography: Republic of Kazakhstan

Target audience: 25+, women and men

Objectives: attract users to click on the advertisement for individual deposits on the web resource nurbank.kz to perform a target action, increase brand awareness.

Requirements for Potential Service Providers for Tender Admission

Mandatory Payment Terms

The supplier's commission is paid as follows:

1) Upon achieving a KPI of 100%, the supplier is paid 100% of the cost of online advertisement placement services.

2) Upon achieving a KPI from 85% to 99%, the supplier is paid 85% of the cost of online advertisement placement services.

3) Upon achieving a KPI from 50% to 84%, the supplier is paid 40% of the cost of online advertisement placement services.

4) If the KPI is less than 50%, the cost of online advertisement placement services is not paid.

Payment terms: monthly post-payment based on actual services rendered for the reporting period (month) after the Parties sign the Certificate of Completion for the period.

The recalculation of service costs in the event of a KPI shortfall occurs at the end of the entire advertising campaign period. If the service cost to the Bank, after applying the percentage grading for not meeting the KPI, is less than the amount paid by the Bank by the time of final settlement, the supplier agrees to refund the recalculated amount to the Bank within 10 (ten) calendar days of signing the Certificate of Completion.

Tender Proposal Evaluation Criteria
  1. The cost of one target action, including supplier remuneration and VAT, or excluding VAT for suppliers who are non-payers of VAT, derived from advertising and informational material on deposits for individuals posted on the Internet.
  2. The supplier must be a legal entity or an individual entrepreneur.
  3. The supplier must possess professional competence and work experience, and have the necessary financial, material, and labor resources to fulfill obligations in accordance with the contract.
  4. The supplier must be solvent, not subject to liquidation, have no seizure imposed on their property, and their financial and economic activities must not be suspended in accordance with the legislation of the Republic of Kazakhstan.
  5. Absence of claims from JSC 'Nurbank' on previously concluded contracts.
  6. The supplier must be registered in the Republic of Kazakhstan.
  7. The supplier's consent to process mutual settlements under the Agreement through a bank account opened in JSC 'Nurbank'.
  8. Positive experience in conducting advertising campaigns on the Internet with the provision of letters of thanks from organizations or positive experience in cooperation with JSC 'Nurbank'.
  9. Experience in placing advertising and informational materials on the Internet with KPIs in the form of target actions on the customer's internet resource for at least 3 years.
  10. The potential supplier bears all costs associated with the preparation and submission of their tender application, and JSC 'Nurbank' and the tender commission are not responsible and do not bear obligations for these expenses, regardless of the nature of the conduct and results of the tender.
  11. Payment terms: monthly post-payment for services rendered for the reporting period (month) after the signing by the Parties of the Act of completed works (services rendered) for the reporting period.

Required documents package for tender participation

Legal Documentation

1) application for participation in the tender according to the established form, as per Appendix 1 to this letter in Kazakh/Russian languages;

2) copies of founding documents, certificates of registration/reregistration of a legal entity (Charter, certificate of registration for value-added tax);

3) copy of the document identifying the authorized representative of the supplier;

4) power of attorney from the supplier to the authorized person to participate in the Tender;

5) decision of the authorized body of the legal entity on the election (appointment) of the executive body (director).

Financial Documentation

1) price quotations;

2) original certificate from the servicing bank confirming the applicant’s bank details and no overdue debts to the bank;

3) copies of financial statements for legal entities for one year, certified by the legal entity’s seal;

4) original certificate from the Tax Committee at the supplier's registration place or an electronic statement on the presence/absence of tax payment debts;

5) copies of recommendations and reviews from legal entities/individual entrepreneurs that have previously cooperated with the supplier, containing assessments and characteristics of the cooperation experience including timeliness, completeness of obligations fulfillment, and more (if available);

6) copies of Corporate Income Tax Declarations for 2 (two) years preceding the Tender. If there are losses in tax accounting for the previous two years, the participant must provide a rationale for the price of the proposed goods/services (for the procurement of goods/works/services that subsequently become the subject of an international business transaction);

7) confirmation of consent to settle accounts under the Agreement through a bank account opened with JSC "Nurbank".

The Potential Supplier bears all costs associated with the preparation and submission of its tender bid, and the Bank and the tender commission do not bear responsibility for these costs, regardless of the conduct and outcome of the tender.

Nur Bank JSC is entitled to cancel or postpone the tender by sending written notification to potential suppliers who have submitted tender bids, indicating the cancellation or postponement along with the new date of the tender.

The potential supplier has the right to modify or withdraw its bid before the final deadline for submission of tender bids expires.

The tender will be conducted with or without the participation of an authorized representative of the potential service provider, if the authorized representative does not participate in the tender.

The final deadline for submitting tender documentation is 10:00 AM on March 4, 2025. Documents must be submitted in a sealed envelope (including contact information on the envelope) to the Bank's office located at: Ave. Abay 10 "B", Office 204, Almaty.

The tender will be held on March 6, 2025, at 2:30 PM.
