Required Set of Documents for Tender Participation

Criteria for Tender Evaluation
  • Compatibility with Bank processing - preprocessing must be compatible with the Bank's existing processing system WAY4
  • Preprocessing - it is necessary to implement a method for organizing payment acceptance through multiple payment systems, activities including processing and storing information necessary for transactions
  • 3-D Secure – availability of a proprietary 3DSecure module
  • Anti-fraud - a system aimed at checking suspicious transactions according to established settings
  • Compliance with mandatory Visa/Mastercard and NBRC requirements - Flexible customization options according to Visa/Mastercard and NBRC requirements as well as for the Bank's own improvements are necessary
  • Availability of a product line including Retail Acceptance, C2B (AFT), Payouts (OCT), Recurring Payments, Splitting, Tokenization (ApplePay and GooglePay), Personal Account, Integration API

Additional conditions to be specified in the commercial offer:

  • Rates and conditions for the number of transactions
  • Cost of licenses and deployment of the preprocessing solution in the Bank's infrastructure
  • Cost of the minimum fixed monthly fee
  • Cost of modifications for mandatory Visa/Mastercard and/or NPC/NBRC requirements
  • Cost of modifications on the initiative of the Bank
  • Cost of cooperation under the White-Label scheme
  • Cost of 24/7 support and maintenance

It is also required to describe the minimum infrastructure requirements for the Bank to deploy the preprocessing solution and the architectural solutions.

Legal Documentation
  1. application to participate in the Tender according to the form established in Appendix No. 4
  2. copies of incorporation documents, certificates or statements of registration/reregistration of a legal entity or certificates of registration of an individual entrepreneur/notification of commencement of activity as an individual entrepreneur
  3. copies of the charter, power of attorney, order on the appointment of the first leader, decision on the creation of an LLP, LLP protocols
  4. copies of a permit (original for verification if the permit is issued on paper) to conduct certain activities (if the activity for the purchased goods/works/services requires obtaining a permit) or a copy of the extract from the state electronic register of permits and notifications issued by the state authority responsible for receiving notifications, regarding the notification sent by the Applicant (if activity for the purchased goods/works/services requires notification submission)
  5. original bank statement from the servicing bank confirming the Applicant’s bank details, absence of overdue debt by the Applicant to the bank, and no restrictions on managing funds
  6. decision of the authorized body of the legal entity on the election (appointment) of the executive body (leader), notarized copy of the document
Financial Documentation
  1. price offers
  2. original certificate from the servicing bank confirming the applicant's banking details and the absence of overdue debts to the bank
  3. copies of financial statements for legal entities for one year, certified by the legal entity's seal, and tax declarations for individual entrepreneurs, certified by a seal if available
  4. original certificate from the Tax Committee at the supplier's registration location confirming no outstanding tax payments
  5. information on the availability of material and technical base

The potential supplier bears all costs associated with the preparation and submission of their tender application, and the Bank and the Tender Committee do not bear any responsibility for these costs, regardless of the nature of the tender process and its outcomes.

We note that the Bank's Tender Committee has the right not to disclose information related to the review, evaluation, and comparison of tender applications to potential service providers or any other person not officially involved in the review, evaluation, and comparison of tender applications.

The potential supplier has the right to modify or withdraw their application before the final deadline for tender submissions.

The tender will be conducted with the participation of an authorized representative of the potential service provider or without such if the authorized representative does not participate in the tender.
