Required Document Package for Tender Participation

Tender Application Evaluation Criteria
  • Compatibility with the Bank's processing - preprocessing should be compatible with the Bank's existing processing system WAY4
  • Preprocessing - it is necessary to implement a method for organizing payment acceptance through multiple payment systems, an activity that includes processing and storing the information required for transactions
  • 3-D Secure – availability of an in-house 3DSecure module
  • Anti-fraud - a system aimed at verifying suspicious transactions according to established settings
  • Compliance with mandatory requirements of VISA/Mastercard and NBK - Flexible conditions are required for system customization in accordance with the requirements of VISA/Mastercard and NBK, as well as for the Bank's own developments
  • Availability of a product line including Acceptance (Retail), C2B (AFT), Payouts (OCT), Recurring Payments, Splitting, Tokenization (ApplePay and GooglePay), Personal account, integration API

Additional conditions to be specified in the commercial offer:

  • Rates and conditions based on the number of transactions
  • Cost of licenses and deployment of the preprocessing solution in the Bank's infrastructure
  • Cost of the minimum fixed monthly payment
  • Cost of enhancements required by VISA/Mastercard and/or NBK
  • Cost of enhancements initiated by the Bank
  • Cost of cooperation under the White-Label scheme
  • 24/7 support and maintenance cost

The minimum infrastructure requirements to deploy the preprocessing solution system and architectural solutions must also be described.

 

Legal Documentation
  1. application for participation in the Tender in the form established in Appendix No.4
  2. copies of founding documents, certificates or registration notices/re-registration of a legal entity or a certificate of registration of an individual entrepreneur/notification of commencement of activity as an individual entrepreneur
  3. copies of the charter, power of attorney, order appointing the first head, decision on the creation of an LLP, LLP protocols
  4. copies of the permit (original for verification if the permit is issued on paper) to carry out certain activities (if the procurement of goods/works/services requires a permit) or a copy issued by the state body accepting notifications, extract from the state electronic register of permits and notifications of the notification sent by the Applicant (if the procurement of goods/works/services requires the submission of a notification)
  5. original certificate from the servicing bank confirming the Applicant's banking details, absence of overdue debt to the bank, absence of restrictions on the disposal of funds
  6. decision of the authorized body of the legal entity on the election (appointment) of the executive body (head), a notarized copy of the document
Financial Documentation
  1. pricing proposals
  2. original certificate from servicing bank confirming the applicant's bank details and the absence of overdue debts to the bank
  3. copies of financial statements for legal entities for one year, stamped by the legal entity, and tax returns for individual entrepreneurs, stamped if available
  4. original certificate from the Tax Committee at the supplier's place of registration confirming no tax payment arrears
  5. information on the availability of material and technical resources

The potential supplier bears all costs associated with the preparation and submission of their tender application, and the Bank and the Tender Committee do not respond and are not liable for these costs, regardless of the nature of the tender process and its results.

We note that the Bank's Tender Committee has the right not to disclose information concerning the review, evaluation, and comparison of tender applications to potential service providers or any other person not officially involved in the review, evaluation, and comparison of tender applications.

The potential supplier has the right to modify or withdraw their application before the final deadline for submitting tender applications.

The tender will be conducted with the participation of an authorized representative of a potential service provider or without such if the authorized representative does not participate in the tender.
