    Requirements for Potential Service Providers to Participate in the Tender

    Legal entities (potential service providers) are eligible to participate in the tender, and by the time of the tender, they must meet the following requirements:

    • Possess professional competence and work experience, have the necessary financial, material, and labor resources to fulfill obligations as per the service contract
    • No claims from JSC "Nurbank" under previously concluded contracts
    • Be solvent, not subject to liquidation, with no seizure placed on its property, and its financial and business activities must not be suspended as per the laws of the Republic of Kazakhstan
    • Fulfill obligations to pay taxes and other mandatory payments to the budget at the time of applying for the tender and at the time of concluding the service contract
    • Have a service center or service partner for warranty service of supplied equipment in Almaty, Astana, Aktau, Atyrau, Aktobe, Uralsk, Petropavlovsk, Shymkent, Karaganda, Pavlodar, Kostanay, Semey, Oskemen, Taldykorgan, Kokshetau, Taraz (provide information specifying name, address, contact details)
    • Warranty periods for equipment – at least 1 year for the entire range of products
    • The Potential Supplier bears all costs associated with the preparation and submission of their tender application, and the Bank and the tender commission are not responsible and do not bear obligations for these costs, regardless of the nature and results of the tender
    • Delivery in Almaty and regions must be carried out according to the schedule provided by JSC "Nurbank"
    • The cost of each unit of goods is fixed during the term of the Agreement for additional purchases if the Buyer needs additional units of goods beyond the quantity specified in the technical specification
    • The service provider assumes all transportation costs for delivering at least 5 units of computer equipment and peripherals that fail within the warranty period to the service center and back to the Customer's location across Kazakhstan (the cost of delivery must be included in the price of the goods)
    • Payment terms: 50% prepayment, 50% upon delivery of goods

    Technical specifications and descriptions of software products are provided in Appendix No.1 (LOT No.1, LOT No.2).

    2. notarized copies of founding documents, certificate of registration/re-registration of a legal entity (Charter, certificate of tax registration for value-added tax)
    3. copies of the license (original for verification) for conducting state-licensed activities (if the activity for the purchased goods/works/services is subject to licensing)
    4. notarized copy of the identity document of the authorized representative of the supplier
    5. power of attorney from the supplier to the authorized person to participate in the Tender

    2. notarized copies of the founding documents, certificate of registration/reregistration of a legal entity (Charter, certificate of tax registration for value-added tax)
    3. copies of the license (original for verification) for conducting certain types of state-licensed activities (if the activities related to the purchased goods/works/services are subject to licensing)
    4. notarized copy of the document verifying the identity of the authorized representative of the supplier
    5. power of attorney from the supplier to the authorized person for participation in the Tender
    Financial Documentation
    1. original certificate from the servicing bank confirming the applicant's banking details and the absence of overdue debts to the bank
    2. copies of financial statements for legal entities for one year, certified by the legal entity's seal, tax declarations for individual entrepreneurs, certified by a seal if available
    3. original certificate from the Tax Committee at the supplier's registration location confirming no tax payment arrears
    4. copies of recommendations and reviews from legal entities/individual entrepreneurs who previously collaborated with the supplier, containing assessments and descriptions of the cooperation experience, including timeliness, completeness of obligations fulfillment, and others (if available)
    5. information about the availability of material and technical resources
    6. price proposals
    7. confirmation of the agreement to carry out mutual settlements for deliveries under the Contract through a bank account at JSC "Nurbank"
    Other Documentation
    1. description and technical documentation for the supplied equipment
    2. terms of supply and warranty service for the equipment
    3. delivery times
    4. availability of service centers in the Republic of Kazakhstan (provide information indicating the name, address, contact details)

    The Bank's Tender Committee reserves the right not to disclose information regarding the review, evaluation, and comparison of tender applications to potential service providers or any other person not officially participating in the review, evaluation, and comparison of tender applications.

    JSC 'Nurbank' reserves the right to cancel or postpone the tender by providing written notification to potential suppliers who have submitted tender applications, informing them of the cancellation or postponement and indicating the new date of the tender.

    A potential supplier has the right to modify or withdraw their application before the expiration of the final deadline for submission of tender applications.

    The tender will be conducted with the participation of an authorized representative of the potential service provider, or without one if the authorized person does not participate in the tender.
