    Requirements for Potential Service Providers to Qualify for Tender

    Entities (potential service providers) eligible for the tender must meet the following requirements by the time of the tender:

    • possess professional competence and experience, and have the necessary financial, material, and labor resources to fulfill the obligations in accordance with the service agreement
    • have no claims from JSC "Nurbank" under previously concluded agreements
    • be solvent, not subject to liquidation, have no seizure of assets, and its financial and economic activities must not be suspended as per the legislation of the Republic of Kazakhstan
    • fulfill their tax obligations and other mandatory payments to the budget at the time of application for participation in the tender and at the time of signing the service agreement
    • have documentary confirmation from the distributor to sell vulnerability scanner licenses and provide technical support within the territory of the Republic of Kazakhstan

    Technical specifications and descriptions of software products are provided in Appendix №1

    1. compliance of the potential supplier with the aforementioned requirements
    2. compliance of the tender bid with the technical specifications of the tender documentation

    Required Document Package for Tender Participation

    Legal Documentation
    1. tender participation application
    2. copies of incorporation documents, certificate of registration/re-registration of a legal entity (Charter, certificate of VAT registration)
    3. copies of the license (original for verification) for engaging in state-licensed activities (if the purchased goods/works/services require licensing)
    4. a copy of the identity document of the authorized representative of the supplier
    5. supplier's power of attorney to the authorized person for participation in the tender
    Financial Documentation
    1. price offers for 1 year
    2. original certificate from the servicing bank confirming the applicant's bank details, and absence of overdue debts to the bank
    3. copies of financial statements for legal entities for one year, certified by the legal entity's seal, tax declarations for individual entrepreneurs, certified by seal if available
    4. original certificate from the Tax Committee at the supplier's place of registration confirming no tax payment debts
    5. information about the availability of material and technical base
    6. confirmation of consent to settle through a bank account at JSC "Nurbank" for delivery under the Agreement
    Other Documentation
    • Technical specifications, delivery terms, timelines
    • Potential suppliers must have an authorization letter from the manufacturing companies:
      • with documentation confirming the right to distribute and provide warranty service for the user identification and authentication system
      • with documentation confirming the right to distribute licensed software / provide technical support in the Republic of Kazakhstan
    •  
    • Availability of a service center or service partner for warranty maintenance of supplied equipment in Almaty or regions (provide information with name, address, contact details)
    • The potential supplier must have been in the market for at least 2 years
    • Delivery must be completed in full and at once to the Customer's address
    • The potential supplier bears all costs associated with the preparation and submission of their tender application, and the Bank and tender commission are not responsible for these costs, regardless of the nature and results of the tender

    Please note that the Bank's Tender Committee has the right not to disclose information regarding the review, evaluation, and comparison of tender applications to potential service providers or any other person not officially involved in the review, evaluation, and comparison of tender applications.

    JSC "Nurbank" reserves the right to cancel or postpone the tender with written notification to potential suppliers who have submitted tender applications, regarding the cancellation of the tender or the postponement with a new date specified.

    A potential supplier has the right to amend or withdraw their application before the final deadline for submission of tender applications.

    The tender will be held with the participation of an authorized representative of the potential service provider or without them if the authorized representative does not participate in the tender.
