    Requirements for Potential Service Providers to Qualify for Tender

    Legal entities (potential service providers) are allowed to participate in the tender, which must meet the following requirements by the time the tender is held:

    • possess professional competence and experience, and have the necessary financial, material, and labor resources to fulfill obligations under the service agreement
    • no claims from JSC "Nurbank" on previously concluded agreements
    • must be solvent, not subject to liquidation, no seizure of its property, and its financial and economic activities should not be suspended according to the law of the Republic of Kazakhstan
    • fulfill their obligations to pay taxes and other mandatory payments to the budget at the time of application for participation in the tender and at the time of signing the service agreement
    • documentary confirmation from the distributor for the right to sell a vulnerability scanner license and provide technical support in the territory of the Republic of Kazakhstan

    The technical specification and description of software products are given in Appendix No. 1

    Criteria for Evaluating Tender Applications
    1. compliance of the potential supplier with the above requirements
    2. compliance of the tender application with the technical specifications of the tender documentation
    3. offered price
    4. payment terms
    5. delivery terms for licenses

    Required Document Package for Tender Participation

    Legal Documentation
    1. application for participation in the tender
    2. copies of the founding documents, certificate of registration/re-registration of a legal entity (Charter, certificate of registration for value-added tax)
    3. copies of the license (original for verification) for conducting activities licensed by the state (if the activities for purchased goods/works/services are subject to licensing)
    4. a copy of the identity document of the authorized representative of the supplier
    5. power of attorney from the supplier to the authorized person for participation in the tender
    Financial Documentation
    1. price proposals for 1 year
    2. original certificate from the servicing bank confirming the applicant's bank details, and the absence of overdue liabilities of the applicant to the bank
    3. copies of financial statements for legal entities for one year, certified by the legal entity’s seal, and tax declarations for individual entrepreneurs, certified by the seal if available
    4. original certificate from the Tax Committee at the supplier's place of registration about the absence of tax payment arrears
    5. information on the availability of material and technical base
    6. confirmation of consent for mutual settlements upon delivery under the Agreement through a bank account at JSC "Nurbank"
    Other Documentation
    • Technical specifications, supply conditions, terms
    • For potential suppliers, an authorization letter from the manufacturing companies is required:
      • with supporting documents for the right to distribute and provide warranty service for the user identification and authentication system upon system entry
      • with supporting documents for the right to distribute licensed software/provide technical support within the territory of the Republic of Kazakhstan

    • Availability of a service center or a service partner for warranty maintenance of supplied equipment in Almaty or regions (provide information indicating name, address, contact details)
    • The potential supplier must have been operating in the market for at least 2 years
    • The delivery must be made in a single instance and in full to the Customer's address
    • The potential Supplier bears all expenses related to the preparation and submission of its tender application, and the Bank and the tender committee do not bear any liability for these expenses, regardless of the conduct and results of the tender

    We note that the Bank's Tender Committee reserves the right not to disclose information related to the review, evaluation, and comparison of tender submissions to potential service providers or any other person not officially involved in the review, evaluation, and comparison of tender submissions.

    JSC "Nurbank" reserves the right to cancel or postpone the tender by providing written notification to the potential suppliers who submitted tender applications, indicating the cancellation of the tender or the new date for its conduct.

    A potential supplier has the right to amend or withdraw their application before the final deadline for the submission of tender applications.

    The tender will be conducted with or without the participation of an authorized representative of the potential service provider, if the authorized representative does not participate in the tender.
