Requirements for Potential Service Providers for Tender Admission

Potential suppliers who meet the following criteria are allowed to participate in the tender:

  • Appendix No.1 "Supplier Requirements"
  • Appendix No.2 "Technical Specification"

Required document package for tender participation

Legal Documentation
  1. application for tender participation
  2. copies of incorporation documents, certificate of registration/reregistration of a legal entity (Charter, VAT registration certificate)
  3. copies of licenses (original for verification) for conducting state-licensed activities (if the activity related to the procured goods/works/services requires licensing)
  4. copy of the identification document of the authorized representative of the supplier
  5. supplier's power of attorney to an authorized person for Tender participation
Financial Documentation
  1. price offer for at least 12 months
  2. original certificate from the bank serving the applicant confirming the applicant’s bank details and the absence of overdue debts to the bank
  3. copies of financial statements for legal entities for one year, certified by the legal entity's seal, tax declarations for individual entrepreneurs, certified by the seal, if available
  4. original certificate from the Tax Committee at the supplier's place of registration confirming the absence of tax payment arrears
  5. information about the availability of material and technical base
  6. confirmation of the agreement to carry out settlements under the Contract through a bank account in JSC "Nurbank"
Other Documentation
  • commercial offer with detailed calculation of rates and service costs, including description of calculation formulas;
  • list of software functions with descriptions of each function
  • architectural schemes for solution implementation;
  • sizing of necessary server equipment and its technical specifications
  • list of labor resources with accompanying documents confirming their qualifications
  • description of provided services according to the technical specification (Appendix №2);
  • copies of records of completed projects for RPA solution implementation
  • Copies of documents confirming the right to implement the software (copyright contract, authorization letter, registration certificate, etc.)

The potential supplier bears all costs associated with the preparation and submission of its tender offer, and the Bank and the Tender Commission do not bear responsibility for these costs, regardless of the nature and results of the tender.

We note that the Bank's Tender Commission is entitled not to disclose any information related to the review, evaluation, and comparison of tender offers to potential service providers or any other person not officially involved in the review, evaluation, and comparison of tender offers.

The potential supplier has the right to amend or withdraw its offer before the final deadline for submitting tender offers.

The tender will be conducted with or without the participation of an authorized representative of a potential service provider, should the authorized representative choose not to participate in the tender.
