Legal entities (potential service providers) are eligible to participate in the tender, and must meet the following requirements:

  1. Appendix No.1 (Functional Requirements)
  2. Appendix No.2 (Technical Specification)
Evaluation Criteria for Potential Suppliers' Proposals
  • experience in the implementation of mobile banking for individuals in second-level banks/microfinance organizations
  • implementation timelines
  • compliance of the potential supplier with the above requirements (appendix 1)
  • compliance of the tender application with the technical specifications (appendix 2)
  • implementation cost
  • presence/absence of technical support and its cost
  • additional services/features/functionality of the mobile application offered by the supplier not included in the Functional Requirements (appendix 1)

Required document package for tender participation

Legal Documentation
  1. Application for participation in the Tender in the form established by Annex 3 (for open Tender)
  2. Copies of constituent documents, certificate or proof of registration/re-registration of a legal entity or certificate of registration of an individual entrepreneur
  3. Copies of the permit (original for verification if the permit is issued in paper form) for conducting specific activities (if the procurement of goods/works/services requires obtaining a permit) or a copy of the notification extract issued by the state body that receives notifications from the Supplier (if the procurement of goods/works/services requires notification)
  4. Copies of identity documents of the authorized representative of the Supplier
  5. Power of attorney from the Supplier to the authorized person for participation in the Tender
Financial Documentation
  1. Original certificate from the servicing bank confirming the Supplier's bank details, absence of overdue debts to the bank, and no restrictions on managing funds
  2. Copies of financial statements for the last reporting period for legal entities, certified by the legal entity's stamp, and tax declarations for individuals engaged in individual or entrepreneurial activities
  3. Original certificate from the Tax Committee at the Supplier's place of registration confirming no tax debts
  4. Original or copies of recommendations and reviews from legal entities/individual entrepreneurs previously partnered with the Supplier, containing assessments and characteristics of cooperation experience including timeliness, completeness of obligations, etc. (if available)
  5. Availability of information on the Supplier's registration on the electronic trading platform (if available)
  6. Information on the availability of material and technical base (if necessary)
  7. Price proposals (PP) with a validity period of at least 3 (three) months
  8. Determination of development cost according to functional requirements (Appendix 1);
  9. Copies of Corporate Income Tax Declarations for the 2 (two) years preceding the Tender. If there are losses in the tax accounting for the previous two years, the participant must provide justification for the price of the offered goods/services
  10. Other documents in accordance with the decision of the Tender Committee
Additional Documentation
  1. Provide information on the availability of the branch network in accordance with Appendix 1 to this announcement (appointment order, address, contact details of the representative)
  1. If available, provide recommendations for 'Large Successful Projects in the Republic of Kazakhstan'
  2. License for design activities, license for construction and installation works, certificate for the right to conduct work in the field of industrial safety, permit for working with pressure vessels

We note that the Bank's Tender Commission reserves the right not to disclose any information related to the review, evaluation, and comparison of tender applications to potential service providers or any other person not officially involved in the review, evaluation, and comparison of tender applications.

JSC "Nurbank" reserves the right to cancel or postpone the tender by sending a written notification (electronic) to potential suppliers who have submitted tender applications, regarding the cancellation of the tender or postponement with the indication of the new date of the tender.

A potential supplier has the right to modify or withdraw their application before the final deadline for submission of tender applications.

The tender will be conducted with the participation of an authorized representative of the potential service provider or without such if the authorized representative does not participate in the tender.
