Открытый тендер по закупу системы контроля привилегированных пользователей

Dear Ladies and Gentlemen!

JSC "Nurbank" announces an open tender for the procurement of a privileged user control system and invites potential suppliers to participate in the open tender to be held on August 22, 2019 at 14:30 at the JSC "Nurbank" building, located at: Almaty, 10V Abai Ave., office No. 310. 

Document collection deadline: August 21, 2019, 12:00, at: Almaty, 10V Abai Ave., chancellery, office No. 204.     

Legal entities (potential service providers) allowed to participate must meet the following requirements by the tender date:

• possess professional competence and experience, necessary financial, material, and labor resources to fulfill obligations as per the service agreement;
• documentary confirmation from the distributor on the right to sell the hardware-software complex and provide technical support within the Republic of Kazakhstan.

• no claims from JSC "Nurbank" under previous agreements;
• be solvent, not subject to liquidation, no asset seizure, and activities not suspended by Kazakhstan law;
• fulfill tax obligations and other mandatory payments to the budget at application submission and service agreement conclusion times;

Technical specifications and software product descriptions are in Appendix No. 5.

Tender application evaluation criteria:

• potential supplier compliance with above requirements;
• tender application compliance with tender documentation technical specifications;
• proposed price;
• payment terms;
• equipment delivery timelines.

To participate in the tender, the following document packages are required:

Package 1: Legal documentation

1) tender participation application;

2) notarized copies of foundational documents, legal entity registration/re-registration certificates (Charter, VAT registration certificate);

3) copies of licenses (original for verification) for licensed state activities (if activities require licensing);

4) notarized copy of authorized representative’s identity document;

5) supplier's authorization to participate in the Tender; 

Package 2: Financial documentation

1) price proposals;

2) original bank certificate confirming banking details and no overdue debts;

3) copies of one-year financial reports, stamped tax returns for entrepreneurs (if available);

4) original Tax Committee certificate of no tax debts at supplier's registration place;

5) information on material-technical base availability; 

Package 3: Other documentation

1) technical specifications, delivery terms, timelines. 

2) Authorization letter from manufacturers for potential suppliers:

• with documents confirming distribution and user authentication system support rights,
• with documents confirming licensed software distribution/support rights within Kazakhstan.

3) Presence of a service center or service partner for warranty service in Almaty or delivery regions (provide details with names, addresses, contacts).

4) Equipment must be from a serially produced line, factory-tested. Included components must be as specified.

5) Potential supplier must have at least two years market experience.

6) Delivery must be single and full to the Customer's address.

7) The Potential Supplier bears all costs for their tender application, and the Bank and tender commission aren't liable for these costs, regardless of tender nature or results.

 

Note the Bank's Tender Commission reserves the right not to disclose information concerning tender application reviews, evaluations, and comparisons to potential service suppliers or unauthorized individuals.

JSC "Nurbank" reserves the right to cancel or postpone the tender with written notice to applicants, including a new date.

A Potential Supplier may modify or withdraw their application before the final submission deadline.

The tender will be conducted with or without an authorized person of the potential service supplier.

The final submission deadline for documents is August 21, 2019, at 12:00.
