State Program for Refinancing Mortgage Housing Loans/Mortgage Loans

JSC 'Nurbank' has started utilizing the allocated funds under the state program for refinancing mortgage housing loans/mortgage loans

We invite you to take advantage of the state program for refinancing mortgage housing loans/mortgage loans, which allows you to reduce the interest rate to 3% per annum and convert loans received in foreign currency into tenge.

Key terms of the program:

not more than 36,470,000 tenge/200,000 US dollars at the NB RK exchange rate (as of January 1, 2015)

Loan granting period

from January 1, 2004 to December 31, 2009

 Collateral

residential property (total area not exceeding 120 m2) or land plot (area not exceeding 0.1 ha), must be the only property for the borrower and his/her spouse, with exceptions:

  • having a share in a separate living unit not exceeding 16 m2 per borrower and/or spouse, belonging to them on the right of joint ownership of privatized housing, by gift contracts or by inheritance;
  • having property acquired by the borrower and/or spouse through inheritance or gift after January 1, 2015.

Borrowers' requirements

  • persons belonging to socially vulnerable groups*
  • persons with overdue debt exceeding 90 days (as of January 1, 2015)
  • persons with loans in foreign currency

* According to article 68 of the Law of the Republic of Kazakhstan dated April 16, 1997, No. 94-I "On Housing Relations", socially vulnerable groups include:

  • disabled persons and veterans of the Great Patriotic War, as well as those equated to them;
  • disabled persons of groups 1 and 2;
  • families with or raising children with disabilities; persons suffering from severe forms of certain chronic diseases listed in the list of diseases, approved by the Government of the Republic of Kazakhstan;
  • retirees by age;
  • orphans and children left without parental care under twenty-nine years, who lost parents before coming of age. When such persons are called to military service, the age is extended for the period of military service;
  • oralman;
  • persons who lost their homes as a result of environmental disasters, emergencies of natural and technogenic nature;
  • large families;
  • families of persons who died (died) in the performance of state or public duties, military service, in preparation for or execution of a flight into space, in the rescue of human life, in maintaining public order;
  • single-parent families.

Program Objectives:

  • to ease repayment conditions for as many borrowers as possible; 
  • to reduce the level of problem loans; 
  • to reduce the level of dollarization of the economy. 

Loan refinancing is carried out with the following priorities:

  • mortgage housing loans/mortgage loans of borrowers belonging to socially vulnerable groups according to the legislation of the Republic of Kazakhstan as of January 1, 2015;
  • mortgage housing loans;
  • mortgage loans.

Priority is determined by the date and time of receipt of applications from borrowers.

List of necessary documents to apply for refinancing: **

  • document proving the identity of the borrower, spouse/co-borrower/guarantor (if they participate);
  • application for refinancing;
  • certificate of absence/presence of real estate from both the borrower and his/her spouse (including former spouse in the event of divorce after January 1, 2015), to confirm the uniqueness of the housing for the borrower and his/her spouse in the Republic of Kazakhstan as of January 1, 2015***;
  • certificate of registered rights (encumbrances) to real estate and its technical characteristics***;
  • notarized statement from the borrower, borrower's spouse in the form of the Bank about the absence of real estate and a share in an unfinished residential building acquired under a shared construction participation agreement, except:

— real estate or shares in an unfinished residential building acquired under a shared construction participation agreement, previously pledged to the Bank as security for obligations under the Agreement;

— a share in a separate single residential unit (not exceeding 16 m2 per borrower and/or spouse), belonging to them by right of joint ownership of privatized housing/by gift/by inheritance;

— property acquired after January 1, 2015, through inheritance/gift;

  • notarized consent of the guarantor's spouse/other participants in joint ownership for the pledge and extrajudicial sale. If the guarantor is not married, he must provide a statement that at the time of acquiring the property and providing it as collateral he was not married. If a co-owner is a minor, consent of the guardianship and trusteeship authorities for the provision of the property as collateral and its disposal is required;
  • report from an independent appraisal company on the collateral in the form of residential housing or land plot/document confirming insurance of the property;
  • address reference (from both the borrower and his/her spouse);
  • marriage/certificate of marriage dissolution/children's birth certificate/certificate of the borrower's death (if available);
  • court decision (if available)/payment receipt of state fee (if there is a court decision);
  • documents confirming the borrower's belonging to socially vulnerable groups.
  • Other documents that may be requested by the Bank when considering the application.

** To apply for a loan refinancing, the borrower must submit a complete set of documents necessary for the Bank's decision to the Bank's branch.

*** These certificates can be obtained at the CSC or through the 'Electronic Government' portal
