Dear Ladies and Gentlemen!
Nurbank JSC announces an open tender for the acquisition of software to automate provision calculation, and invites potential suppliers to participate in the open tender to be held on February 29, 2024 at the building of Nurbank JSC, at the address: 10 "V", Abai Ave., Office 310, Almaty.
Document collection until: February 28, 2024, 12:00 PM, at the address: 10 "V", Abai Ave., office, room No. 204, Almaty
Legal entities (potential service providers) are allowed to tender, provided that they meet the following requirements at the time of the tender:
- possess professional competence and experience, have the necessary financial, material, and labor resources to fulfill obligations in accordance with the service agreement;
- have no claims from Nurbank JSC regarding previously concluded agreements;
- be solvent, not under liquidation, have no assets under arrest, and the financial and economic activity shall not be suspended according to the legislation of the Republic of Kazakhstan;
- fulfill their obligations to pay taxes and other mandatory budget payments at the time of application submission and contract conclusion.
The technical specifications and descriptions of the software products are provided in Appendix No. 5.
Criteria for evaluating tender applications:
- compliance of the potential supplier with the above requirements;
- compliance of the tender application with the technical specifications of the tender documentation;
- proposed price;
- terms of payment;
- license delivery times.
Documents required for participation in the tender:
Package 1: Legal documentation
1) Application for participation in the tender;
2) Copies of founding documents, registration/re-registration certificate of the legal entity (Charter, VAT registration certificate);
3) Copies of licenses (original for verification) for carrying out state-licensed activities (if goods/works/services subject to licensing are being procured);
4) Copy of the identity document of the authorized person - supplier's representative;
5) Power of attorney from the supplier authorizing the representative to participate in the Tender.
Package 2: Financial documentation
1) Pricing proposals (1,3 years);
2) Original bank statement confirming the applicant's banking requisites, absence of overdue debts with the servicing bank;
3) Copies of financial statements for legal entities for one year, stamped by the legal entity, and tax returns for individual entrepreneurs, stamped if available;
4) Original certificate from the Tax Committee at the supplier's registration place confirming no tax debt;
5) Information about the availability of material and technical base;
6) confirmation of consent to make settlements under the Contract through a bank account in Nurbank JSC.
Package 3: Other documentation
1) Technical specifications, terms of delivery, timeframes;
2) The potential supplier's market presence of at least 2 years; 3)The potential supplier covers all expenses related to preparation and submission of their tender application. The Bank and the tender committee are not liable for these expenses, regardless of the nature of the tender's conduct and outcome.
We note that the Bank's Tender Committee reserves the right not to disclose any information concerning the review, evaluation, and comparison of tender applications to potential service suppliers or any other persons not officially involved in the review, evaluation, and comparison of tender applications.
Nurbank JSC has the right to cancel or postpone the tender with written notification to potential suppliers who submitted tender applications about the cancellation of the tender or postponement, specifying the new date.
The potential supplier has the right to change or withdraw their application before the deadline for submitting tender applications.
The tender will be conducted with the participation of an authorized representativeof the potential service supplier or without if such a representative does not participate in the tender.
