JSC "Nurbank" announces an open tender for the extension of Tenable vulnerability scanner licenses, and invites potential suppliers to participate in the open tender, which will be held on September 14, 2023 at the building of JSC "Nurbank", at the address: Almaty, Abay Ave, 10 "B", office #310.

Document submission until: September 13, 2023, 12:00 PM, at the address: Almaty, Abay Ave, 10 "B", office, office #204.

 

Legal entities (potential service providers) who, at the time of the tender, must meet the following requirements, are allowed to participate in the tender:

- possess professional competence and work experience, have the necessary financial, material, and human resources to fulfill obligations in accordance with the service contract;

- have no claims from JSC "Nurbank" on previously concluded contracts;

- be solvent, not subject to liquidation, have no property under arrest, and the financial-economic activity must not be suspended in the manner prescribed by the legislation of the Republic of Kazakhstan;

- fulfill obligations for the payment of taxes and other mandatory payments to the budget at the time of application for participation in the tender and at the time of concluding the service contract;

- provide documentary confirmation from the distributor for the right to sell vulnerability scanner licenses and provide technical support on the territory of the Republic of Kazakhstan.

Technical specifications and descriptions of software products are provided in Appendix #5.

Criteria for evaluating tender applications:

- compliance of the potential supplier with the above requirements;

- compliance of the tender application with the technical specifications of the tender documentation;

- offered price;

- payment terms;

- license delivery timelines.

To participate in the tender, the following document packages must be provided:

Package 1: Legal documentation

1. application for participation in the tender;
2. notarized copies of the founding documents, certificate of registration/re-registration of a legal entity (Charter, certificate of VAT registration);
3. copies of the license (original for verification) for conducting any state-licensed activity (if the activity on purchased goods/work/services is subject to licensing);
4. notarized copy of the document proving the identity of the authorized person — representative of the supplier;
5. supplier's power of attorney to the authorized person for participation in the Tender;

Package 2: Financial documentation

1. price offers (1,3 years);
2. original bank reference confirming banking details of the applicant, absence of overdue debts of the applicant with the bank;
3. copies of financial statements for legal entities for one year, certified by the seal of the legal entity, tax declarations for individual entrepreneurs, certified by the seal if available;
4. original certificate from the Tax Committee at the supplier's registration location on the absence of tax payment arrears;
5. information on the availability of material and technical base;
6. confirmation of agreement to carry out mutual settlements under the Agreement through a bank account at JSC "Nurbank".

Package 3: Other documentation

1) technical specifications, delivery conditions, timelines;

2) for potential suppliers, the availability of an authorization letter from the manufacturing companies:

- with confirming documents for the right to distribute and warranty service of user identification and authentication system at login;

- with confirming documents for the right to distribute licensed software/provide technical support, on the territory of the Republic of Kazakhstan.

3) availability of a service center or service partner for warranty service of supplied equipment in Almaty or in the regions where the hardware-software complex is delivered (provide information indicating the name, address, contact details);

4) equipment must be supplied from serially produced line, tested at the manufacturer's factories. The assembly includes all components specified in the task;

5) potential supplier's work period on the market not less than 2 years;

6) delivery must be made in full and at once to the Customer's address;

7) the potential Supplier bears all expenses related to the preparation and submission of their tender application, and the Bank and the tender commission are not responsible for these expenses, regardless of the nature of the conduct and results of the tender.

The Bank's Tender Commission reserves the right not to disclose information regarding the consideration, evaluation, and comparison of tender applications to potential service providers or any other parties officially not participating in the consideration, evaluation, and comparison of tender applications.

JSC "Nurbank" reserves the right to cancel or postpone the tender, notifying potential suppliers who have submitted tender applications of the cancellation or postponement with indication of the new date.

The potential supplier may amend or withdraw their application before the final deadline for submitting tender applications.

The tender will be conducted with the participation of the authorized representative of the potential service provider or without it if the authorized representative does not participate.
