JSC "Nurbank" announces an open tender for the procurement of services for unarmed physical security and monitoring of collateral objects for the Bank's problem loans and invites potential suppliers to participate in the tender, which will be held at the address below. In case physical presence is impossible - via Skype software:

Start of auction:  at 14.30 on May 26, 2021.

Submission of proposals until:  17.00 on May 25, 2022, at the address: Almaty, Abai Ave., 10B, office 204 (administration).

 

LIST OF LOTS:

1. Lot 1: unarmed round-the-clock physical security of an oil depot (buildings and structures) with a total area of 182.9 sq. m. with an adjacent land plot of 1.00 ha and a railway siding located at: Zhambyl region, Zhambyl district, Sholdala station.

Number of security posts – 2 (two).

1. Lot 2: unarmed round-the-clock physical security of a production base with a total area of 3,096.6 sq. m. with a land plot of 1.6142 ha, located at: Nur-Sultan, Saryarka district, M. Dulatova St., 191.

Number of security posts – 1 (one).

1. Lot 3: monitoring of a residential building with a total area of 578.10 sq. m. with a land plot of 0.10 ha, located at: Almaty, Kekilbayuly St., 181 (formerly Kablukova St., 181).

Monitoring is carried out 6 times a day, 7 days a week (4 times from 08:00 to 20:00 and 2 times from 20:00 to 08:00).

1. Lot 4: unarmed round-the-clock physical security of the "Avtovokzal" gas station, located at: Taraz, Zhambyl Ave., 2A.

Lot 5: unarmed round-the-clock physical security of buildings and structures of a production base with a total area of 3,675.5 sq. m., with adjacent land plots, total area of 0.8347 hectares, (cadastral numbers 19-309-124-021 and 19-309-124-037), located at: South Kazakhstan Region, Shymkent, Temirkazyk St., 132.

1. Lot 6: unarmed round-the-clock physical security of oil depot buildings and structures with a storage capacity of 21,200 cubic meters, located at: Kostanay region, Zhitykarinsky district, Prigorodny rural district, Prigorodnoye village.

1. Lot 7: unarmed round-the-clock physical security of real estate (bathhouse and beer bar), with a total area including the ground floor of 347.70 sq. m., with a land plot of 0.0443 hectares, located at: Kostanay, Syanov St., 19.

1. Lot 8: unarmed round-the-clock physical security of an oil depot with an adjacent land plot of 5.0535 hectares, located at: Akmola region, Astrakhan district, Zhaltyr village.

1. Lot 9: unarmed round-the-clock physical security of a non-residential building with a total area of 2,180.8 sq. m. with a land plot of 0.3494 hectares, located at: Almaty region, Talgar district, Belbulak rural district, 167A

1. Lot 10: unarmed round-the-clock physical security of a residential building, with a total area of 382.20 sq. m., 2 floors, with a land plot area of 1.3000 hectares, cadastral number 03-047-203-764, located at: Almaty region, Karasai district, Lenin Peasant Farms Association.

1. Lot 11: unarmed round-the-clock physical security of a complex with roadside services 853.7 sq. m., terrace – 89.81 sq. m., canopy – 32.0 sq. m., restroom – 51.70 sq. m. and land plot, located at: Zhambyl region, Kordai district, Almaty - Bishkek highway, 154 kilometers.

1. Lot 12: unarmed round-the-clock physical security of a mill building (hangar) with a total area of 1,088 sq. m. with an adjacent land plot area of 1.1115 hectares (cadastral №19-296-085-931), located at: Saryagash district, Saryagash region, Zhilga village, 085 quarter, plot 931

Number of security posts –  1 (one).

 

Main requirements for suppliers  

1. Possess necessary financial, material, and labor resources to fulfill obligations according to the contract.
2. Be solvent, not subject to liquidation, its property should not be under arrest, and its financial and commercial activities should not be suspended as prescribed by the legislation of the Republic of Kazakhstan.
3. No tax arrears at the time of the state of emergency in Kazakhstan affecting the subsequent operations of the company.
4. No significant claims from JSC "Nurbank" under previously concluded contracts.
5. Possess a state license for providing physical security services in the territory of Kazakhstan.
6. Have uniformed guards with special equipment.
7. Have a branch network in the regions of Kazakhstan (preferable).
8. Experience of the potential supplier in the market for at least 2 years.
9. Legal entity.
10. The company must be registered in the Republic of Kazakhstan.
11. Supplier's consent to conduct settlements under the Contract through a bank account opened at JSC "Nurbank" (preferable).
12. Supplier's consent to monthly payment upon rendering services.

 

Potential supplier has the right to participate in the tender for one or several lots.

The company(-ies) with whom the contract(s) will be concluded will be responsible for damages caused to the Customer's material assets, property, and funds caused (including but not limited to) through theft, robbery, or burglary, as well as damage to the Customer's material assets and property committed by third parties through breaking locks, doors, windows, showcases, and fencing at guarded sites and premises, including those committed by fault of the security personnel directly providing security of objects. Compensation for damages to the Customer is carried out in full by the Performer within the terms set by the Contract.

 

          To participate in the tender, please provide the following documents:

 

Legal documentation:

1) application for participation in the tender on the established form in accordance with Appendix 1 to this letter in Kazakh/Russian languages;

2) notarized copies of constituent documents, certificate of registration/re-registration of the legal entity (Charter, certificate of registration as a VAT payer);

3) copies of the license (original for verification) to carry out that or another activity licensed by the state; 

4) notarized copy of the document certifying the identity of the authorized representative of the supplier;

5) power of attorney of the supplier to the authorized representative to participate in the Tender;

6) decision of the authorized body of the legal entity on the election (appointment) of the executive body (director), notarized copy of the document.

 

Financial documentation:

1) price proposals; 

2) original bank reference confirming the banking details of the applicant, absence of overdue debt of the applicant to the bank;

3) copies of financial statements for legal entities for one year certified by the seal of the legal entity;

4) original statement from the Tax Committee at the supplier's registration place or electronic statement regarding the presence/absence of tax payment debts;

5) copies of recommendations and reviews from legal entities/individual entrepreneurs previously cooperating with the supplier, containing evaluations and characteristics of cooperation experience including timeliness, completeness of responsibilities and others (if any);

6) copies of Corporate Income Tax Declarations for the 2 (two) years preceding the Tender. If there are losses in tax accounting for the preceding two years, the participant must provide a justification of the proposed product/service price (for the procurement of goods/works/services which subsequently become the subject of an international commercial operation);

7) confirmation of consent for settlements under the Contract through a bank account opened at JSC "Nurbank". If the supplier refuses to open an account, a corresponding letter must be provided.

 

The Potential Supplier bears all costs associated with preparing and submitting its tender application, and the Bank and the tender commission are not responsible for these costs, regardless of the conduct and results of the tender.

We would like to note that JSC "Nurbank" reserves the right to cancel or postpone the tender with written notification to potential suppliers who have submitted tender applications about the cancellation or postponement, indicating the new date for the tender.

The potential supplier has the right to amend or withdraw its application before the deadline for submitting tender applications.

 

The tender will be conducted with or without the participation of the authorized representative of the potential service provider if the authorized representative does not participate in the tender.

The deadline for submitting tender documentation is 17:00  "__25___"  May 2022 hours. Documents are provided in a sealed envelope (indicating contact information on the envelope) to the Bank's office, located at Almaty, Abai Ave, 10B, office 204.

Additionally, please note that the tender will be conducted at the address: Almaty, Abai Ave 10B, or remotely via Skype software if attendance is not possible.
