Dear Ladies and Gentlemen!

JSC "Nurbank" announces an open tender for the renewal of licenses for the host protection system and PaloAlto Traps software suite and invites potential suppliers to participate in the open tender, which will be held on February 9, 2021, at the building of JSC "Nurbank", located at: 10 "V" Abay Ave., office No. 310, Almaty. 

Document submission deadline: 08-02-2021 12:00 PM, at the address: 10 "V" Abay Ave., office No. 204, Almaty           

Legal entities (potential service providers) eligible for the tender must meet the following requirements by the time of the tender:

• Possess professional competence and experience, and have the necessary financial, material, and labor resources to fulfill obligations according to the service contract;
• Documentary proof from the distributor for the right to sell and provide technical support for the hardware-software complex within the Republic of Kazakhstan.

• No claims from JSC "Nurbank" on previously concluded contracts;
• Be solvent, not subject to liquidation, have no property under arrest, and not have financial-business activities suspended as per the laws of the Republic of Kazakhstan;
• Fulfill tax and other mandatory budget payments at the application for tender and contract signing stages; 

Technical specification and software product descriptions are provided in Appendix No. 5. 

Tender application evaluation criteria:

• Compliance of the potential supplier with the above requirements;
• Tender application compliance with the tender documentation technical specifications;
• Proposed price;
• Payment terms;
• Delivery times for equipment. 

Documents required for tender participation:

Package 1: Legal Documentation

1) Tender participation application;

2) Notarized copies of founding documents, registration certificates (Charter, VAT registration);

3) Copies of licenses (original for verification) for licensed activities (if required by purchased goods/services);

4) Notarized copy of the identity document of the authorized supplier's representative;

5) Supplier's power of attorney for tender participation; 

Package 2: Financial Documentation

1) Pricing proposals;

2) Bank statement confirming bank details and no overdue debt;

3) Copies of financial statements for one year for legal entities, stamped tax declarations for individual entrepreneurs;

4) Original certificate from the Tax Committee on no tax debts;

5) Information on material and technical base presence; 

Package 3: Other Documentation

1) Technical specifications, delivery conditions, terms.

2) Authorization letter from manufacturers for potential suppliers:

• Documents confirming the right to distribute and service user identification and authentication systems,
• Documents confirming the right to distribute software/license support in Kazakhstan.

3) Availability of a service center or partner for warranty services in Almaty or other delivery regions (provide details with name, address, contact information).

4) Equipment must be from serially produced lines, tested at manufacturer plants. All task-specified components included.

5) The potential supplier should have at least two years of market experience.

6) Delivery must be in one complete shipment to the customer's address.

7) The potential supplier bears all the costs associated with preparation and submission of the tender application; the bank and tender commission are not responsible for these expenses, regardless of tender nature and outcome. 

Note, the Bank's Tender Commission reserves the right not to disclose tender application consideration, evaluation, or comparison information to non-officially involved parties.

JSC "Nurbank" reserves the right to cancel or postpone the tender with written notification to all potential suppliers who submitted applications, specifying the new date.

A potential supplier may modify or withdraw their application before the final application submission deadline.

The tender will be held with the authorized representative of the potential service provider or without, if unparticipated.

Final application submission deadline: 12:00 PM, February 8, 2021.
