Appendix No. 1. Application

Dear ladies and gentlemen!

JSC "Nurbank" announces the conduct of an open tender for the extension of licenses for the host protection system and the PaloAlto Traps software package, and invites potential suppliers to participate in the open tender, which will be held on 28 January, 2021, at 14:30, at the building of JSC "Nurbank", located at: Almaty, Abay Ave, 10 "B", office No. 310. 

Document collection deadline: 27-01-2021 12:00, at the address: Almaty, Abay Ave, 10 "B", office, room No.204            

The tender is open to legal entities (potential service providers), who at the time of the tender must meet the following requirements:

  • possess professional competence and work experience, and have the necessary financial, material, and labor resources to fulfill obligations under the service contract;
  • documentary confirmation from the distributor for the right to sell the hardware and software complex and provide technical support in the territory of the Republic of Kazakhstan.
  • have no claims from JSC "Nurbank" based on previous contracts;
  • be solvent, not subject to liquidation, with no seizure of property, and not have its financial and economic activities suspended by the legislation of the Republic of Kazakhstan;
  • fulfill tax obligations and other mandatory payments to the budget at the time of applying for tender participation and conclusion of the service contract;

Technical specifications and descriptions of software products are provided in Appendix No. 5.

Tender application evaluation criteria:

  • compliance of the potential supplier with the above requirements;
  • compliance of the tender application with the technical specifications of the tender documentation;
  • offered price;
  • payment terms;
  • equipment delivery time.

To participate in the tender, the following document packages must be provided:

Package 1: Legal documentation

1) application for participation in the tender;

2) notarized copies of founding documents, certificate of registration/re-registration of the legal entity (Charter, certificate of VAT registration);

3) copies of the license (original for verification) for conducting certain state-licensed activities (if the activities related to the procured goods/works/services require licensing);

4) notarized copy of the identity document of the authorized person - supplier's representative;

5) supplier's power of attorney to the authorized person for participation in the Tender; 

Package 2: Financial documentation

1) price proposals;

2) original certificate from the servicing bank confirming the applicant's banking details and absence of overdue debts with the bank;

3) copies of financial statements for legal entities for one year, certified by the legal entity's seal, tax declarations for individual entrepreneurs, certified by a seal if available;

4) original certificate from the Tax Committee at the supplier's place of registration about the absence of tax debts;

5) information on the availability of material and technical base; 

Package 3: Other documentation

1) technical specifications, delivery terms, schedules.

2) For potential suppliers, availability of authorization letter from the manufacturer's company:

  • with supporting documents for the right to distribute and guarantee the maintenance of user identification and authentication systems upon system login,
  • with supporting documents for the right to distribute licensed software and provide technical support, in the territory of the Republic of Kazakhstan.

3) Presence of a service center or service partner for warranty maintenance of delivered equipment in Almaty or regions where the hardware-software complex is supplied (provide information indicating the name, address, contacts).

4) Equipment must be supplied from a serial production line, tested at the manufacturing firm's plant. All components specified in the assignment must be included in the assembly.

5) Potential supplier must have operated on the market for at least 2 years.

6) Delivery must be made in one go and in full at the customer's address.

7) The Potential Supplier bears all costs associated with the preparation and submission of its tender application, and the Bank and tender commission are not responsible or liable for these costs, regardless of the nature of the tender process and results.

We note that the Bank’s Tender Commission has the right not to disclose information concerning the consideration, evaluation, and comparison of tender applications to potential service providers or any other person not officially involved in the review, evaluation, and comparison of tender applications.

JSC "Nurbank" may cancel or postpone the tender with written notification to potential suppliers who have submitted tender applications, regarding the cancellation of the tender or rescheduling with a new date indicated.

A potential supplier has the right to amend or withdraw its application before the final submission deadline of tender applications.

Tender will be conducted with the participation of an authorized representative  of the potential service supplier or without such if the authorized person will not be participating in the tender.

The final deadline for tender documentation submission is 12:00 hours "27" January_2021.
