Dear Ladies and Gentlemen!

JSC "Nurbank" announces an open tender for the procurement of services for the delivery of correspondence, parcels, and cargo across the cities of the Republic of Kazakhstan (including remote villages), for international routes, and within the city for JSC "Nurbank" and invites potential suppliers to participate in the tender, which will take place on November 14, 2019 at 2:30 PM at the building of JSC "Nurbank", at the address: Abay Ave. 10B.

Tender type: open.

Tender start: November 14, 2019, 2:30 PM, at the address: Abay Ave. 10B, 3rd floor, Room 310, large conference hall;

End of bidding: 4:30 PM;

Submission of packages and proposals until 12:00 PM (inclusive) on November 13, 2019 at the address: Abay Ave. 10B, Room 204.

Legal entities (potential service providers) who meet the following requirements by the time of the tender are eligible to participate:

1) fulfill their obligations to pay taxes and other mandatory payments to the budget at the time of application for participation in the tender and at the time of signing the procurement contract;

2) payment terms: in the month following the month in which the services were provided;

3) implement the receipt of shipments intended for transportation on a "door-to-door" basis at the time agreed with the Customer:

- within the city;

- across the Republic of Kazakhstan;

- to CIS countries and far abroad.

4) provide additional free services to the Customer:

- free courier call,

- provide specialized packaging (paper, polyethylene, bubble envelopes) free of charge;

- provide floor scales for measuring actual and volumetric weight of shipments free of charge;

5) provide the necessary information to the Customer about the delivery time of correspondence free of charge by phone;

6) provide a confirmation of delivery of correspondence (original notification) at the instruction of the Customer free of charge;

7) guaranteed delivery times in days (express up to 2 calendar days, economy up to 5 calendar days);

8) availability of own representation in the cities of Kazakhstan;

9) re-dispatch of a courier upon additional request in case of urgent document sending (free of charge);

10) having at least three years of experience in the postal and courier services market.

The technical specification for the procurement of postal and courier services is provided in Appendix 2 to this announcement.

Criteria for evaluating tender applications:

  • compliance of the potential supplier with the above requirements;

To participate in the tender, you need to submit the following document packages:

Package 1: Legal documentation

1) application for participation in the tender in the prescribed form, according to Appendix 3 to this announcement;

2) notarized copies of the founding documents, certificate of registration/re-registration of a legal entity (Charter, certificate of tax registration for VAT);

3) notarized copy of the document certifying the identity of the authorized representative of the supplier;

4) power of attorney from the supplier to the authorized person to participate in the Tender;

Package 2: Financial documentation

1) original certificate from the servicing bank confirming the applicant's bank details, and that there are no overdue debts of the applicant to the bank;

3) copies of financial statements for legal entities for one year, certified with the legal entity's seal, tax declarations for individual entrepreneurs, certified with the seal if available;

4) original certificate from the Tax Committee at the supplier's place of registration regarding the absence of tax arrears;

5) copies of recommendations and reviews from legal entities/individual entrepreneurs previously cooperating with the supplier, containing evaluations and characteristics of cooperation experience, including timeliness, completeness of obligation performance, and others (if available);

6) pricing (commercial) offer;

7) copies of Corporate Income Tax Declarations for the 2 (two) years preceding the Tender. If there are losses in tax accounting for the previous two years, the participant must provide justification for the price of the proposed goods/services (for the procurement of goods/works/services subsequently subject to an international business transaction).

Package 3: Other documentation

1) letter about the presence of own representation in the cities of Kazakhstan (provide information indicating the address, contact details).

The potential Supplier bears all costs associated with the preparation and submission of its tender application, and the Bank and the tender commission do not respond and do not bear responsibility for these costs, regardless of the nature of the conduct and results of the tender.

We note on our part that the Bank's Tender Commission has the right not to disclose information concerning the consideration, evaluation, and comparison of tender applications to potential service providers or any other person not officially participating in the consideration, evaluation, and comparison of tender applications.

JSC "Nurbank" has the right to cancel or postpone the tender, with written notification to potential suppliers who submitted tender applications about the cancellation or postponement, indicating the new date of the tender.

A potential supplier has the right to modify or withdraw its application before the expiration of the final deadline for the submission of tender applications.

The tender will be held with the participation of the authorized representative of the potential service provider or without such if the authorized representative will not participate in the tender.

The final deadline for submission of tender documentation is 12:00 PM on "November 13, 2019 at the address": Almaty, Abay Ave., 10B, Room 204.

Tender documentation must be submitted in a sealed envelope with contact details indicated on the envelope.
