Dear Ladies and Gentlemen!

JSC "Nurbank" announces an open tender for the procurement of a user identification and authentication system upon system entry and invites potential suppliers to participate in an open tender, which will be held on 03 May 2018 at 14:30 hours at the JSC "Nurbank" building, located at: Almaty, Abay Ave., 10"V", office No. 310.

Document submission deadline: 02-05-2018 12:00 noon, at the address: Almaty, Abay Ave., 10 "V", clerical office, office No. 204

Legal entities (potential service suppliers) that meet the following requirements at the time of the tender are allowed to participate:

• possess professional competence and work experience, have the necessary financial, material, and labor resources to fulfill obligations in accordance with the service contract;
• have documentary confirmation from the distributor for the right to sell the hardware and software complex and provide technical support in the Republic of Kazakhstan.

• have no claims from JSC "Nurbank" on previously concluded contracts;
• be solvent, not subject to liquidation, with no seizure on property, financial operations must not be suspended according to the laws of the Republic of Kazakhstan;
• fulfill obligations to pay taxes and other mandatory payments to the budget at the time of application for participation in the tender and at the time of concluding the service agreement;

The technical specification and description of software products are presented in Appendix No. 1.

Criteria for evaluating tender applications:

• compliance of the potential supplier with the above requirements;
• compliance of the tender application with the technical specifications of the tender documentation;
• offered price;
• payment terms;
• equipment delivery time.

To participate in the tender, the following document packages must be submitted:

1 package: Legal documentation

1) application for participation in the tender;

2) notarized copies of the founding documents, registration/re-registration certificate of the legal entity (Charter, certificate of VAT registration);

3) copies of the license (original for verification) for conducting certain state-licensed activities (if the procured goods/works/services require licensing);

4) notarized copy of the document confirming the identity of the authorized representative of the supplier;

5) power of attorney from the supplier to the authorized representative for participating in the Tender.

2 package: Financial documentation

1) price proposals for three positions:

• fingerprint
• vein pattern
• contactless card

2) completed questionnaires of the legal entity according to the Internal Control Rules for combating money laundering and terrorist financing at JSC "Nurbank";

3) original certificate from the serving bank confirming the bank details of the applicant, absence of overdue debt by the applicant to the bank;

4) copies of financial statements for legal entities for one year, stamped by the legal entity, tax returns for individual entrepreneurs, stamped if applicable;

5) original certificate from the Tax Committee at the place of supplier's registration about no tax debt;

6) copies of recommendations and reviews from legal entities/individual entrepreneurs that previously cooperated with the supplier, containing assessments and characteristics of cooperation experience, including timeliness, completeness of obligations, etc. (if available);

7) information about the availability of material and technical base.

3 package: Miscellaneous documentation

1) technical specifications, delivery conditions, terms.

2) For potential suppliers, an authorization letter from the manufacturer companies is required:

• with supporting documents for the right to distribute and guarantee service of the identification and authentication system upon system entry,
• with supporting documents for the right to distribute licensed software/provide technical support within the Republic of Kazakhstan.

3) Availability of a service center or service partner for warranty service of the supplied equipment in Almaty or the regions where the hardware and software complex is delivered (provide information with the name, address, and contact details).

4) Equipment must be supplied from a serially produced line, tested at the manufacturer's factories. All components specified in the assignment must be included.

5) The potential supplier must have at least 2 years of market experience.

6) If available, provide recommendations for Major successful projects in the Republic of Kazakhstan.

7) Supply must be carried out in one complete delivery to the Customer's address.

8) The Potential Supplier bears all costs related to the preparation and submission of their tender application, and the Bank and tender committee do not bear any responsibility for these costs, regardless of the nature and results of the tender.

The Bank's Tender Commission reserves the right not to disclose information concerning the review, evaluation, and comparison of tender applications to potential service suppliers or any other person not officially involved in the review, evaluation, and comparison of tender applications.

JSC "Nurbank" reserves the right to cancel or delay the tender process with written notification to potential suppliers who submitted tender applications, regarding the cancellation or postponement with a new date indicated.

A potential supplier has the right to modify or withdraw their application before the final deadline for submission of tender applications.

The tender will be conducted with the participation of an authorized person from the potential service supplier, unless the authorized person does not participate in the tender.

The final deadline for submission of tender documentation is 12:00 hours on "02" May_2018.
