Dear Ladies and Gentlemen!

 JSC "Nurbank" announces an open tender:

Lot No. 1: security monitoring and maintenance of security and fire alarm systems, automatic fire extinguishing, video surveillance, and access control systems, in the premises where JSC "Nurbank" is located, and invites potential service providers to participate in the tender, which will take place at the following address: Almaty, Abay Ave. 10 B, 3rd Floor, Conference Hall 310.

Tender Type: Open:

Tender Start: October 19, 2017, 14:30, at Almaty, 10 "B" Abay Avenue.   

Submission of proposals by: 14:00, October 18, 2017, at Almaty, 10 "B" Abay Avenue.   

       Legal entities (potential service providers) that meet the following requirements at the time of the tender are allowed to participate:

• Possess the necessary financial, material, and labor resources to fulfill obligations in accordance with the contract;

• Be solvent, not subject to liquidation, have no seizure on assets, and not have their financial and economic activities suspended according to the legislation of the Republic of Kazakhstan;

• Fulfill tax obligations and other mandatory payments to the budget at the time of the application for participation in the tender and at the time of signing the procurement contract;

• Have no significant claims from JSC "Nurbank" on previously concluded contracts;

• Have an insurance policy for compensating possible material damages, including third-party liability within the provided services;

• Hold a government-issued license for service provision that meets the requirements as per Appendix No. 1 to this announcement;

• Have rapid response teams (RRT) for dispatching to the premises where JSC "Nurbank" is located, according to Appendix No. 1 to this announcement;

• Possess qualified personnel and infrastructure that ensures uninterrupted functioning of security systems (security and fire alarms, video surveillance, access control systems, and automatic fire extinguishing) in the premises where JSC "Nurbank" is located, as per Appendix No. 1 to this announcement;

• Have a branch network within the Republic of Kazakhstan, according to Appendix No. 1 to this announcement;

• Have been operating in the market for at least 3 years;

• Have at least 3 years of experience working with second-level banks;

• Legal entity status;

• Registration and Head Office of the potential service provider — Almaty.

• Participation of third parties (subcontracting organizations) is allowed upon agreement with JSC "Nurbank."   

To participate in the tender, the following document packages must be submitted:

Package 1: Legal documentation

1) Application for participation in the tender in the prescribed form, according to the Application (Appendix No. 2 to this announcement) in Kazakh/Russian languages;

2) Notarized copies of founding documents, certificates of registration/re-registration of a legal entity (Charter, certificate of registration for VAT);

3)   Copies of the license (original for verification) for the licensed activity;

4) Notarized copy of the identity document of the authorized person — representative of the service provider;

5) Service provider's power of attorney to the authorized person for participation in the tender;

Package 2: Financial documentation

1) Pricing proposals;

2) Original certificate from the servicing bank confirming the applicant's bank details and absence of overdue debt to the bank;

3) Copies of financial statements for legal entities for one year, certified by the legal entity's seal, tax declarations for individual entrepreneurs, certified by the seal if available;

4) Original certificate from the Tax Committee at the supplier's registration location about the absence of tax payment arrears;

5) Copies of recommendations and reviews from legal entities/individual entrepreneurs that previously collaborated with the supplier, containing evaluations and characteristics of partnership experience, including timeliness, completeness of obligations, and others (if available);

6) Information on the availability of infrastructure;

7) Information on registration of the applicant in the ETP (if available);

8) Copies of corporate income tax declarations for 2 years preceding the tender. If there are losses in tax accounting for the previous two years, the participant must provide justification for the price of the proposed goods/services (for procurement of goods/services, which subsequently are the subject of an international business operation).

Package 3: Miscellaneous documentation

1) Provide information on the existence of a branch network according to Appendix No. 1 to this announcement (appointment order, address, contact details of the representative).

2) If available, provide recommendations for "Large successful projects in the Republic of Kazakhstan."

3) The potential Supplier bears all costs associated with preparing and submitting their tender application, and the Bank and tender commission do not have any obligations for these costs, regardless of the tender's nature and results.

We note that the Bank's Tender Commission reserves the right not to disclose information concerning the consideration, evaluation, and comparison of tender applications to potential service providers or anyone else not formally involved in the consideration, evaluation, and comparison of tender applications.

JSC "Nurbank" has the right to cancel or postpone the tender with written notification to potential providers who submitted tender applications, about the cancellation of the tender or its rescheduling with the new date specified.

The potential provider has the right to change or withdraw their application before the submission deadline.

       The tender will be held with the participation of an authorized person of the potential service provider or without such, if the authorized person will not participate in the tender.
