Dear Ladies and Gentlemen,
JSC "Nurbank" announces an open tender for the purchase of Palo Alto Networks PA-3020 equipment and invites potential suppliers to participate in the open tender to be held on October 22, 2015, at 14:30 at the building of JSC "Nurbank", located at Abay Ave. 10 "B", office 310, Almaty.
Document submission deadline: 21-10-2015 12:00, at: Abay Ave. 10 "B", office 204, Almaty.
Legal entities (potential service providers) who, by the time of the tender, should meet the requirements outlined in Appendix No. 4 "Selection Criteria" are eligible for the tender.
The technical specification and description of the software products are provided in Appendix No. 1.
Tender Application Evaluation Criteria:
The following document packages are required for participation in the tender:
Package 1: Tender documentation
1) price offers;
2) application for participation in the tender in the prescribed form, according to Appendix No. 2 to this announcement, may be prepared and submitted in either the state or Russian language, and the tender application must not show visible traces of corrections;
3) notarized copies of the founding documents: certificate of state registration/re-registration of a legal entity (Charter, certificate of tax registration for VAT, decision of the authorized body of the Counterparty on the appointment of the first manager);
4) copies of the license (original for verification) to conduct any licensed state activities (if the activities for the purchased goods/works/services are subject to licensing);
5) notarized copy of the document identifying the authorized person — representative of the supplier;
6) supplier authorization for the authorized person to participate in the Tender.
7) completed legal entity questionnaires according to the Internal Control Rules to counter money laundering and terrorism financing at JSC "Nurbank" according to Appendix No. 3 to this announcement;
8) original bank reference confirming the applicant's banking details, absence of overdue debt to the bank, and no restrictions on cash disposition;
9) copies of financial statements for legal entities for one year, certified by the legal entity's seal, tax declarations for individual entrepreneurs, certified by the seal if available;
10) original tax committee reference at the supplier's registration location confirming no tax debt;
11) copies of recommendations and reviews from legal entities/individual entrepreneurs previously cooperating with the supplier, containing evaluations and characteristics of cooperation experience, including timeliness, completeness of obligations, etc. (if available);
12) information on the availability of material and technical base;
13) information on the applicant's registration at the Electronic Trading Platform (if available);
14) copies of Corporate Income Tax Declarations for the two years preceding the Tender. If there are losses in the tax accounting for the previous two years, the participant must provide a justification for the price of the proposed product/service (for purchases of goods/works/services that subsequently become the subject of an international business operation).
Package 2: Other documentation
1) technical specifications, delivery terms, deadlines.
2) For potential suppliers, an authorization letter from the manufacturer's company is required:
3) Availability of a service center or service partner for warranty servicing of supplied equipment in Almaty or the regions where the hardware and software system is delivered. (provide information specifying name, address, contact details).
3) The hardware and software system must be supplied from the serially manufactured line of Palo Alto Networks, tested at the manufacturer's plants. All components specified in the task are included in the assembly.
4) The potential supplier must have at least 2 years of experience in the server and network equipment market.
5) If available, provide recommendations for major successful projects in the Republic of Kazakhstan.
6) Delivery must be made in full and at once to the Customer's address.
7) The Potential Supplier bears all costs associated with the preparation and submission of its tender application, and the Bank and the tender committee are not responsible or liable for these costs, regardless of the conduct and outcome of the tender.
We note that the Bank's Tender Committee has the right not to disclose information related to the review, evaluation, and comparison of tender applications to potential service providers or any other person not officially involved in the review, evaluation, and comparison of tender applications.
JSC "Nurbank" reserves the right to cancel or postpone the tender with written notification to potential suppliers who submitted tender applications about the cancellation or postponement, specifying the new date.
The potential supplier has the right to amend or withdraw its application before the final submission deadline for tender applications.
The tender will be conducted with or without the participation of the authorized representative of the potential service provider if the authorized person does not participate in the tender.
The final deadline for submitting tender documentation is 12:00 on "21" October_2015.
