Legal entities (potential service providers) meeting the following requirements are eligible to participate in the tender:

  1. Appendix No.1 (Functional requirements)
  2. Appendix No.2 (Technical specification)
Criteria for Evaluating Proposals of Potential Suppliers
  • experience in implementing mobile banking for individuals in second-tier banks/microfinance organizations
  • implementation timelines
  • compliance of the potential supplier with the above-mentioned requirements (appendix 1)
  • compliance of the tender application with technical specifications (appendix 2)
  • implementation cost
  • availability/absence of technical support and its cost
  • additional services/features/functions of the mobile application offered by the supplier, not included in the Functional Requirements (appendix 1)

Required package of documents for tender participation

Legal documentation
  1. Application for participation in the Tender in the form established by Appendix 3 (for open Tender)
  2. Copies of incorporation documents, certificate or notice of registration/re-registration of a legal entity or certificate of registration of an individual entrepreneur
  3. Copies of permission (original for verification if paper-based) to conduct certain activities (if the activity requires obtaining permission) or a copy of an extract from the state electronic register of permits and notifications issued by the state body that accepts notifications, regarding the Supplier's notification (if the activity requires notification)
  4. Copies of the identification document of the authorized representative of the Supplier
  5. Power of attorney from the Supplier to the authorized representative to participate in the Tender
Financial Documentation
  1. Original bank certificate confirming the Supplier's bank details, the absence of overdue debt to the bank, and no restrictions on the handling of funds
  2. Copies of financial statements for the last reporting period for legal entities, certified by the entity’s seal, and tax declarations for individuals engaged in entrepreneurial activities
  3. Original certificate from the Tax Committee at the Supplier's registration location confirming no tax debts
  4. Original or copies of recommendations and reviews from legal entities/individual entrepreneurs who have previously collaborated with the Supplier, containing assessments and characteristics of cooperation experience including timeliness, completeness of obligations fulfillment, etc. (if available)
  5. Availability of information on the Supplier's registration on the electronic trading platform (if available)
  6. Information on the availability of material and technical base (if necessary)
  7. Price proposals (offer) with a validity period of at least 3 (three) months
  8. Determination of development costs according to functional requirements (appendix 1)
  9. Copies of Corporate Income Tax Declarations for the two years prior to the Tender. In case of losses in tax accounting for the preceding two years, the participant must provide justification for the proposed price of goods/services (for purchases of goods/works/services which subsequently become the subject of an international business transaction)
  10. Other documents in accordance with the decision of the Tender Commission

We note that the Bank's Tender Commission reserves the right not to disclose information concerning the review, evaluation, and comparison of tender applications to potential service providers or any other person who is not officially involved in reviewing, evaluating, and comparing tender applications.

JSC "Nurbank" reserves the right to cancel or postpone the tender by notifying in writing (electronically) potential suppliers who have submitted tender applications of the cancellation or rescheduling of the tender with a new date specified.

A potential supplier has the right to amend or withdraw their application before the final deadline for submission of tender applications.

The tender will be conducted with the participation of the authorized representative of the potential service provider or without it if the authorized representative does not participate in the tender.
